DESCRIPTION
Under the direction of the Classification & Compensation Manager performs professional, technical, and analytical duties related to the development and maintenance of the organization’s overall job classification and compensation administration plan. Reviews compliance with the County Personnel Policies and Procedures and local, state, and federal laws and ordinances (i.e., FLSA, ADA, ADEA, Equal Pay Act). Provides high-level strategic advisement on classification and compensation related issues to departments and management.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Conducts detailed analysis of bi-weekly requests for personnel actions to ensure compliance with the Augusta, GA Personnel, Policies and Procedures Manuel, FLSA, ADA, ADEA, Equal Pay Act, provides guidance to departments and provides recommendations to management.
- Collaborates with assigned departments to develop and maintain accuracy of job descriptions; maintains job description database; reviews requested changes to job descriptions; develops new job descriptions; manages organizational charts; conducts job audits and provides guidance to departments on employee reclassification, compensation, and organization structure development.
- Analyzes jobs to determine appropriate classification, compensation level and recommend salary range to management. Research comparable jobs in the marketplace for the development of competitive salary structures to ensure the enhancement of the county to recruit and retain employees.
- Evaluates and analyzes salary data, for accretion, compression, internal equity, external equity, etc. determines appropriate position pay grades, and conducts salary surveys annually. Analyzes results of surveys and recommends pay grade or salary movement to management as needed.
- Performs other duties of a similar nature or level.

- Participating in other areas of Human Resources as needed to ensure the highest level of customer service to our employees, retirees, leadership, and the public.
MINIMUM REQUIREMENTS

Bachelor’s degree and three (3) years of experience in compensation administration, finance, accounting, and/or statistical analysis
OR
Associate degree and five (5) years of experience in compensation administration, finance, accounting, and/or statistical analysis.
OR
High School diploma and seven (7) years of experience in compensation administration, finance, accounting, and/or statistical analysis.
Knowledge/Skills/Abilities:
- Knowledge of compensation laws governing compensation administration and management
- Considerable knowledge of personnel policies and procedures, payroll systems, compensation terminology
- Familiarity with the concepts of job classification systems
- Considerable knowledge of survey methodology and job evaluation systems
- Ability to utilize reporting tools to extract HRIS data. Familiarity with NeoGov Analytics & Reporting and/or Cognos preferred.
- Knowledge of labor laws including but not limited to FLSA, ADA, ADEA, David Beacon, Title VII of the Civil Rights Act, Lilly Ledbetter Fair Pay Act of 2009, Equal Pay Act, etc.
- Excellent statistical and math aptitude
- Demonstrated ability to work independently
- Must have advanced Excel spreadsheet skills, etc.
- Ability to perform multiple tasks in a fast-paced work environment.
- Excellent communications skills. Strong people and analytical skills
- Ability to write reports and make presentations before a large audience
Certification: World at Work, SHRM, or HRCI Certification preferred.
