Summary

This position provides human resource support work that entails determining the approach and methods needed to staff position at a specific grade level, process personnel actions, and ensure related staffing functions are completed in a timely fashion.

Duties

Duties include, but are not limited to:

Recruitment and Placement

  • Conducting recruitment/examining activities for assigned positions (GS-7 & below and wage grade) to include developing competency criteria, job analysis, job announcements (JA), etc
  • Amending established JAs with prior approval
  • Reviewing applications for corresponding qualification competencies or skill match
  • Adhering to procedures for verifying veterans’ preference and clearing CTAP and ICTAP register prior to preparing the certificate of eligibles
  • Forwarding certificates of eligibles to the selecting official and coordinating with them regarding agency procedures for selecting a candidate for the vacancy(s)
  • Ensuring the selectee(s) meets all regulatory and legal obligations for proposed appointments to include eligibility for Federal

    benefits, probationary prerequisites and ability to meet special requirements such as security clearances, age or physical prerequisites, or drug testing requirements

  • Securing all required documentation i.e. proof of citizenship, transcripts etc
  • Sending notice of results to remaining applicants
  • Preparing files for announcement close out (i.e. copy of JA, lists of all applicants and their applications, list of eligibles referred, evidence of CTAP & ICTAP clearance, etc.)
  • Applying pay setting in accordance with applicable OPM and/or internal pay setting policies
  • Coding staffing actions in accordance with the Guide to Process Personnel Actions

Recruitment and Placement Assistance

  • Assisting HR Specialist with identifying proper documentation to ensure the electronic personnel file is current and up to date during the recruitment and onboarding process. Quality review team will review for accuracy
  • Responsible for any on-boarding scanning requirements during initial employment process
  • Responding to applicant inquiries regarding procedures for completing applications, status of job announcements, hiring procedures and competencies needed to fulfill a position’s major duties and/or requirements, etc
  • Assisting specialists by maintaining automated databases in order to track information and extract data used to generate documents, records, and reports
  • Reviewing and preparing correspondence and providing a variety of information as appropriate
  • Using word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve and

    print a variety of documents; producing correspondence, memoranda, directives, forms reports; creating or maintaining spreadsheets or databases, etc

  • Working from rough drafts, documents, written instructions or brief oral statements
  • Performing other duties as assigned

Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:30 p.m.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA’s) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: assisting HR Specialist with identifying proper documentation to ensure electronic personnel file is current; using word processing and/or other office automation equipment and various software programs; reviewing completed documents for missing/conflicting applicant information and assisting in reviewing applications for corresponding qualifications, competencies or skill match (as needed). OR

Applicants may substitute education for the experience required for the GS-05 level. Successfully completed four years of education above high school (TRANSCRIPTS REQUIRED). OR

Applicants may also combine education and experience to qualify at the GS-05 level.

GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA’s) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: coordinating with payroll personnel in order to resolve pay issues; performing timekeeping duties; coordinating with security counterparts regarding applications for identification cards and responding to applicant inquiries regarding procedures for completing applications, status of job announcements, hiring procedures, etc.

There is no educational substitution for the GS-06 level.

GS-07 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA’s) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: applying pay setting in accordance with applicable OPM and/or internal pay policies; coding staffing actions in accordance with the Guide to Processing Personnel Actions; processing new employee’s enrollments, administering the oath of office and ensuring standards of conduct/government ethics orientation are completed and signed and conducting recruitment activities for assigned positions (GS-07 and below and wage grade).

There is no educational substitution for the GS-07 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
