Description
The Division of Human Resources has an exciting opportunity for a detail oriented, customer focused professional to join its team and assist with the administration of St. Louis County’s Employee Retirement System. The position will perform various customer service and administrative functions to support the Retirement office, board, retirees, and current employees. Duties include processing benefit calculations and payments, maintaining frequently used software programs, data entry, paperwork processing, spreadsheet management, recording the tracking of services administered, processing customer requests through systems, and completing pertinent reports as requested.
The typical starting salary range is between $42,161.60 – $42,500.00 annually depending on the candidate’s qualifications and experience as well as budgetary considerations. Examples of Duties
Retirement Board Preparation
Assemble and distribute required materials for Retirement Board composed of both private citizens and fellow employees, their meetings, and supporting staff while also maintaining administrative duties as requested.
Provide meetings and/or educational classes to support employees needing information on retirement as requested.
Work diligently to support County retirees, current county employees, and those who have left county employment but are vested to receive benefits upon meeting requirements as set forth in Chapter 204 of St. Louis County Ordinance.
Monitor, update, train others on programs used for benefit calculation and employee access to pension data.
Benefit Calculation and Payment
Determine and prepare retirement benefit estimates and calculations for participants, including researching and analyzing records to determine correct information in accordance with St. Louis County Retirement Plans and Ordinance.
Prepare documents necessary to generate retirement payroll, enter Personnel Actions, supply reports from queries run using crystal reports software, and manage organization of shared drive of retiree information.
Submit necessary requests to run retirement checks on a monthly basis.
Customer Service
Provide retirement and benefit information to employees and retirees by phone, correspondence through ticketing system, email, presentation, training, or in person.
Interpret Ordinances, policies and procedures as needed to respond to questions, seeking legal assistance as needed.
Explain retirement benefit estimates and choices to participants past, present, and future.
Prepare and present information, as requested, on retirement plans to County departments, at employee meetings, training opportunities, or special programs.
General Administration
Serve as liaison to outside consultants, actuary, fund investment managers, Retirement Board and independent auditors concerning retirement plans.
Compile, reconcile and maintain statistical data related to retirement plans to be used for annual actuarial valuation as well as other reports.
Prepare correspondence and follow-up on inquiries regarding retirement matters as requested or directed.
Minimum Qualifications
Bachelor’s Degree in Accounting, Business Administration or a related field and one year experience; or an equivalent combination of training and experience.

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant’s education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.
The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant’s earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.

St. Louis County offers its employees many excellent benefits with paid medical insurance, 20 days of PTO (paid time off) the first year and increasing with seniority, and 11 paid holidays. Employees hired for full time employment will participate in the St. Louis County retirement plan where they contribute 4% of their salary to the defined benefit plan with vesting after 7 years. Other benefits include: paid life insurance, a credit union, 457 Deferred Compensation Plan, pre-tax premium pay plan, dependent care and medical expense reimbursement plans, and short and long term disability insurance.
In addition to these benefits, as of January 1, 2023, St. Louis County approved up to 480 hours of paid parental leave for eligible employees welcoming new children, either by birth or adoption.
