Job Announcement
Oversees all leadership, planning, organization, and direction of the agency’s Human Resource (HR) functions to include recruitment and selection, retention, payroll and employee records and employee relations. Ensures the HR staff fully supports the agency mission in providing the most efficient and up to date processes for recruiting, employee and records retention, employee development, payroll, and outreach. Works under the direction of the Department of Public Safety Communications (DPSC) Assistant Director of Support Services Bureau.
Illustrative Duties

- Provides supervision over professional level personnel in human resources functions;
- Manages the human resources functions for a moderately complex department;
- Serves as a member of senior management department teams and participates in strategic planning efforts to meet the organizational goals of the department;
- Supervises full performance level professional staff;
- Analyzes human resources business processes and makes recommendations for improvement;
- Interprets county policies and procedures as well as federal, state, and local laws;
- Counsels employees and managers on employee relations issues.
Required Knowledge Skills and Abilities

- Considerable knowledge of the principles, practices, and techniques relating to human resources;
- Ability to make oral presentations to department management, other departments, or the public;
- Ability to use word processing, spreadsheet, and presentation software to prepare documents and to store, manipulate, analyze, and present information;
- Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning;
- Ability to supervise and train staff.
Employment Standards
MINIMUM QUALIFICATIONS:

PREFERRED QUALIFICATIONS:
- Certification form SHRM, IPMA-HR or HRIS
- At least 3 years’ experience as head of an HR Department

PHYSICAL REQUIREMENTS:
Work Requires the ability to sit for long periods of time and operate keyboard driven equipment. Ability to communicate clearly both orally and in writing. Ability to Flex working hours on the needs of the agency to include nights, weekends, and holidays. All duties performed with or without reasonable accommodations.
