Position Description
Salary Grade: U2
Partner with the County’s implementation team, representing HR’s role in managing data related to employees to include recruitment, onboarding, compensation, benefits, leave administration, and records. Process employee data, produce HR-related reports, ensure functionality, and compliance with regulations. Coordinates HR’s processes and its internal team to ensure timely project completion while maintaining documentation and collaborating with stakeholders to meet all requirements.
This classification is in the unclassified service and is exempt from the Pima County Merit System Rules.
Duties/Responsibilities
(Work assignments may vary depending on the department’s needs and will be communicated to the applicant or incumbent by the supervisor.)
- Familiarity with ADP and Workday systems.
- Acts as HR lead for upgrade in current ADP system and implementation of Workday, to include all stages of the Human Resource project life cycle.
- Liaise directly with the internal support team, external vendors, and business partners to ensure that HRIS needs are being met;
- Analyzes local, state, and federal legislation and ensures project compliance with applicable regulations and policies;
- Directs organizational and management studies for the purpose of identifying problems and alternative solutions to the problems;
- Provide timely and accurate information to internal and external stakeholders.
- May access or maintain specialized and confidential databases containing program-specific information to review information or generate reports.
- Monitor project performance using appropriate tools and techniques, identify variances, implement corrective actions, and communicate progress updates and feedback to leadership as necessary;
- Manage changes to the project scope, and schedule, ensuring adherence to validation policies and keeping the project plan updated.
- Proactively manage resource allocation by assigning appropriate resources and tools according to the project plan.
- Obtain final acceptance of project deliverables from the HR Director, ensuring compliance with agreed scope and organizational procedures.
- Measure stakeholder satisfaction levels throughout the project, capturing feedback and implementing techniques to maintain and improve long-term relationships.
- Understand and adhere to quality standards for own work and provide feedback to team members when necessary.
KNOWLEDGE & SKILLS:
Knowledge of:
- principles and procedures of public administration, management, and program planning, development, and evaluation;
- applicable local, state, and federal laws, rules, and regulations;

Minimum Qualifications
DESIRED QUALIFICATIONS:A bachelor’s degree from an accredited college or university with an academic major in Business Administration, Public Administration, Human Resources, or Information Systems Technology plus three (3) years of professional experience in management in a specified specialty area.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
- Experience as project lead on at least one HCM product implementation.
- A minimum of three (3) years of database management or related experience.
- A minimum of two (2) years of experience applying Human Resources policies and procedures to ensure compliance within the HRIS system.
- Experience in all areas of information systems with a highly technical understanding of at least one commercial HRIS product (preferably in ADP or Workday)
- A minimum of two (2) years identifying system requirements, conducting testing, data extraction, reporting, and analysis
- A minimum of two (2) years leading and participating in technical and cross-functional projects.
