Description: The Human Resources/Payroll Benefits Representative provides clerical support to the Human Resources department in a manner which will ensure the department will function effectively and properly. The Human Resources/Payroll Benefits Representative performs a variety of confidential and complex administrative and clerical duties in support of all aspects of Human Resources using the designated processes, systems, and tools relevant to the employment life cycle and the administration of various employee benefit and retirement programs. The Human Resources/Payroll Benefits Representative provides input and support for contract negotiations, and functions as the receptionist and customer services as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE:
1. Positive Personnel Interactions Provides support and service for internal and external stakeholders to ensure smooth operations and positive open relationships.
– Meets with new hires and employees to complete processes such as criminal history reporting, new hire paperwork intake, name changes, general inquiries, review of personnel files, or other activities as needed to ensure that employees have access to terms and conditions and/or benefits information.
– Assists with and supports employee events including new employee orientation, benefits open enrollment, job fairs, employee service recognition, and other similar activities.
2. Information and Records Management and Transaction Processing
Creates, maintains, reconciles, audits, and corrects employment and/or benefits records. Utilizes appropriate systems, tools, and processes for ensuring accurate records and transactions in assigned areas of responsibility. Assists with reporting of information and records.
– Maintains employee records in compliance with records retention standards, using the appropriate systems, both paper and electronic.
– Records and submits name changes, and employment status changes, including leaves of absence or separation.
3. Communication and Correspondence
Ensures accurate, complete, and timely communication of employment and benefits information.
– Processes incoming mail/e-mail/faxes and other materials; prioritizes and prepares materials for action/distribution; processes and distributes outgoing mail/e-mail/faxes and other materials; ensures accurate and timely delivery of mail.
– Prepares and delivers materials for new employee onboarding and employee benefits enrollment so that employees are informed promptly of details and processes•
– Prepares and delivers correspondence regarding matters related to the employment lifecycle such as actions by the School Board.
4. Employee Relations, Labor Relations and Negotiations
Provides clerical and administrative support for employee relations, labor relations and negotiations.
– Research, creates, collects, and maintains information such as contract comparisons.to assist in preparing the management position in collective bargaining
5. General clerical and administrative support as needed.
– Maintains operational readiness of applicable department office equipment (e.g., stock printer/copier with paper/toner/ink); reports and follows up on equipment malfunctions and repair services; maintains an adequate inventory of supplies and materials needed for department operations.
Minimum Qualifications:
Three (3) years’ experience in an office setting AND High School Diploma or GED
OR
Two (2) years’ experience in an office setting AND Associate’s Degree
OR
One (1) year experience in an office setting AND Bachelor’s Degree
Preferred:
Experience in Human Resources
Experience in Benefits
Degree in Human Resources or related discipline.
Skills and Abilities:
- Must have excellent written and oral communications skills; ability to effectively communicate with co-workers and customers to aid in satisfying customer requirements; ability to accurately proofread materials
- Must be detail-oriented and have excellent computer skills (i.e., MS Office Suite) and the ability to learn new computer program applications quickly.
- Must have excellent organizational skills and the ability to plan and prioritize work activities effectively.
- Must have excellent customer service skills; ability to deal tactfully and effectively in person, over the telephone, or via computer.
- Must have basic mathematical and general office skills, including the ability to operate office equipment safely and efficiently; ability to perform accurate mathematical calculations.

- Ability to maintain and preserve strict confidentiality.
- Ability to set and meet deadlines; ability to work under pressure
- Ability to work independently with minimal supervision, frequent exercise of independent judgment and discretion
- Ability to establish and maintain effective working relationships with other people.
Working Conditions:
Work is performed in an office environment with moderate noise levels and multiple interruptions. Work involves continuous contacts and interactions with the public, staff, outside agencies, district administrators and others which can sometimes involve some disagreeable human interactions/conflicts.
