Basic Function

The current vacancy is on the Ramsey County Human Resources-Benefits team.
The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

The HR Program Administrator-Benefits position is a unique role in the department with a need for understanding the benefit programs and plans offered to Ramsey County employees and retirees as well as daily involvement in the funding and payments for these plans. Responsibilities range from daily adjustments of employee benefit deductions, frequent voucher creation and approval, monthly and quarterly invoicing to annual budget maintenance. Ramsey County currently provides insurance to over 3,800 employees and roughly 2,000 retirees and their families. This position will also provide support in directly speaking with employees and retirees in regards to their plan enrollment and premiums.

To develop, implement and administer designated human resource programs and serve as a countywide resource in areas such as public sector pathways, occupational health and safety, compensation, classification, pay equity, benefits or other human resource program/service areas. Responsible to develop policy and program strategy; provide guidance to county departments on compliance with state and federal laws and regulations; and perform related duties as assigned.

Flexible WorkplaceThis position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two days per week are performed in the office and other days can be performed in a remote-first environment. Examples of Work Performed

Benefits

  1. Administer County procured and contracted employee benefit accounts. Respond to benefit plan vendor questions.
  2. Generate and transmit regular enrollment data file transfers with contracted employee benefit plan providers. Administer the account of any other public entities participating in County procured benefit programs.
  3. Administer retiree invoicing, account reconciliation, cancellations, refunds and Medicare B reimbursement checks. Resolve retiree payment processing issues
  4. Update Enterprise Resource system premium rate tables, retiree billing calendar, and other benefit related system modules.
  5. Analyze bargaining outcomes. Calculate bargained mass retro adjustments. Collaborate regularly with Central Payroll and Enterprise Resource system staff to implement bargained outcomes.
  6. Audit personnel system benefits data to ensure compliance with federal and local regulations such as Affordable Care Act, Government Accounting Standards Board. Submit required compliance reports.
  7. Produce and analyze benefits data reports as requested related to budget projections, self-insurance, procurement processes, financial audits, receivables, exceptions, Public Employees Retirement Association withholding. Resolve issues.
  8. Audit benefit deductions. Process invoices for deduction amounts that can’t be deducted from payroll. Process corrections to employee benefit deductions in collaboration with Central Payroll.
  9. Process Public Safety insurance reimbursement.
  10. Process journal entries for workers compensation annual budget allocations.
  11. Set up and process department requisitions and vouchers.
  12. Serve as the security liaison in the account management system for the Human Resources department staff.
  13. Participate in the annual budget preparation for Human Resources.
  14. Monitor Human Resources financial transactions by reviewing, analyzing, classifying and reconciling accounting transactions such as expenditures, revenues, receipts, transfers and adjustments; take corrective actions when necessary; ensure department stays within budget limitations. Analyze financial statements.

Minimum Qualifications

Education: Bachelor’s degree in public administration, business administration, human resources, industrial relations, risk management, occupational safety and health, psychology, or a field closely related to the area to which assigned.

Experience: Four years of professional experience in human resources, workforce development, organizational development, change management, diversity and inclusion, policy and planning, health management, risk management, safety management, compensation, pay equity, or a related field, including at least one year of experience in the area to which assigned.

Substitution: Any combination of education and experience can be substituted for bachelor’s degree and required experience.

Exam/Screening Process Information
The examination process will consist of the following section with each section weighted as indicated:

Training and Experience Rating = 100%

The examination for HR Program Administrator-Benefits will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a HR Program Administrator-Benefits. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for one month(s) or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.
