We are recruiting to fill a Program Specialist position within the Missouri State Court System, which utilizes an electronic filing system. The Program Specialist position is a highly responsible professional position; serves as a special assistant to the appointing authority; performs a variety of duties to assist with the management of the court and to facilitate timely and accurate processing of cases through the court system; and assists the appointing authority with such tasks as preparation of the annual budget, court organization and special projects for the court. The work of an employee in this position requires a high degree of attention to detail, the ability to manage multiple tasks simultaneously, and the ability to complete work within scheduled deadlines.
General Duties:
This is a highly, independent, administrative role in the Human Resources Department which will include the following tasks: Payroll – primary function of entering time and leave balances into the following programs: HR Connect and SAMII, along with initiating and maintaining confidential personnel and payroll records; Preparation of written communication (Letters), reports, and procedures; Serve as backup and assist in preparation of job vacancies; Participate in compiling and reporting statistical personnel information; Serve as back up as New Employee Orientation Facilitator; Prepare/process/scan documents to send to the Office of State Courts Administration (OSCA); Assist with the publication of the Courts Newsletter; Record Retention; Maintain and order all forms and supplies for the office; Retrieve and distribute inter-office mail twice daily; Assist in keeping all forms updated and stocked; Monitor HR confidential fax line; Process employment verification requests; Answer inquiries of court personnel and the general public regarding salary ranges, minimum position qualifications, benefits, and court personnel policies either in person, via telephone, email, or mail; Daily communication with internal partners such as the Circuit Clerk’s Office, OSCA, Judicial Administrator, Judges, and others; Perform other duties as assigned.

- Independently manages a specialized program or project where the complexity is reflected by limited direction and scope. Identifies areas that need improvement in regard to efficiency, economy, and effectiveness.
- Motivates and develops members of the team in order to encourage cooperation and foster commitment.
- Reviews the organization of the court and makes recommendations regarding the transfer of court resources so they may be better utilized to provide better work flow and a more efficient court operation.
- Reviews the court’s automation needs and coordinates with information technology professionals with the county and the Office of State Courts Administrator regarding the installation of new and upgraded court automation systems and maintenance of current systems.
Desired Skills and knowledge:
- Advanced knowledge of court procedures and policies, legal documents, laws and legal terminology pertaining to the court.
- Advanced knowledge of the organization, operations, functions and scope of authority of the court.
- General knowledge of court automation systems.
- Ability to work independently and manage time effectively while handling a high-volume workload in an environment subject to frequently changing priorities and high stress.
- Ability to spend majority of time on highly complex independent work based on programs and projects that do not receive a high level of direction or supervision.
- Ability to carry, stand, and lift.
- Ability to maintain confidentiality.
Minimum qualifications: (Equivalent combination of relevant education and experience may be substituted on a year for year basis provided a high school diploma or GED has been obtained):
Bachelor’s Degree in a related field and two years of varied administrative experience performing duties related to public administration.
