Job Description
Pay Grade: L

Under broad supervision, provides, analysis, research and technical expertise in one or more areas of personnel. Designs, plans and conducts, from concept to completion, projects with significant impact on the agency. May serve as lead worker.

Roles and Responsibilities:

  • Performs job responsibilities with minimal supervision.
  • Serves as job expert or organization resource in assigned areas.
  • Serves as primary Point of Contact (POC) for staff regarding concerns and inquiries on policy review and implementation. Prioritizes staff inquiries, complaints and policy review requests. Ensures appropriate processes are in place to provide for the prompt and equitable resolution of complaints and inquiries from the staff regarding policy review requests.
  • Oversee biennial policy review program.
  • Ensure the timely filing of all required policy update reports.
  • Develop and implement internal measures and/or reports which inform DHS of the status of Policy Review agency wide.
  • Review, analyze, and evaluate internal policies, procedures, and practices affecting agency staff.
  • Consult with or serve as a technical liaison between programs, industry, and other agencies.
  • Negotiate with and educate internal business partners and employees on the appropriateness of recommended accommodations.
  • Analyzes organizational, occupational, and industrial data to facilitate organizational functions and provide technical information to business, industry, and government.
  • Assesses need and develops position analysis instruments and materials.

Minimum Qualifications

  • Master’s degree in a related area from an accredited college or university AND One (1) year of related professional human resources experience in one or more of the areas of assignment

OR

  • Bachelor’s degree from an accredited college or university AND Three (3) years of related professional human resources experience in one or more of the areas of assignment

OR

  • One (1) year of experience required at the lower level HR Spec 2 (HRP021) or position equivalent.

Note: An equivalent combination of education and job specific experience that
provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Preferred Skills/Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following skills/experience:

  • Master’s degree in a related areas from an accredited college or university.
  • PHR or SPHR.
  • Three or more years experience managing a company’s policy program.
  • Knowledge of Americans w/Disabilities Act, Family Medical Leave Act, Workers’ Compensation law, Federal Labor Standards Act, and the Department of Labor’s (DOL) policies and procedures.
