General Description of Duties

GENERAL DESCRIPTION OF DUTIES:
This is highly responsible, professional and administrative work in planning, organizing, and evaluating the activities of the County’s Human Services Program, including State mandated payments and the Community Human Service Partnership (CHSP). Work also involves administering and managing portions of the ARP Act funding allocated to Leon County, as approved by the Board County Commissioners and directed by the County Administrator.

ESSENTIAL DUTIES
Manages the Community Human Service Partnership (CHSP) for Leon County. CHSP is a collaboration between Leon County and the City of Tallahassee. Evaluates the effectiveness of CHSP programs funded by Leon County to address the highest needs in the community. Assists with the development of policies and procedures for the CHSP program and regularly makes recommendations for process improvements and enhancements. Conducts quarterly site visits to audit application and screening documents to ensure CHSP compliance. Conducts site visits to all CHSP applicants along with Citizen Review Teams. Performs mandatory workshops for social service agencies who are applying for CHSP funding. Represents the County at stakeholder meetings regarding the CHSP program. Conducts system testing of any enhancements, updates or modifications. Prepare all necessary agenda items to BOCC for approval related to CHSP.

Manages portions of the ARP Act funding allocated to Leon County as approved by the Board County Commissioners and directed by the County Administrator which includes Nonprofit Assistance Programs. Manages ARP Act contracts for COVID-19 funding to ensure compliance with all state and federal laws. Assists with the development of the policies and procedures for the distribution and reporting of ARP Act funding. Ensures the timely submission of reports related to ARP Act funding and reviews reports to ensure compliance. Regularly communicates with agencies that are recipients of ARP Act funding to monitor utilization of funds. Reviews requests for reimbursements or advancements of ARP Act funding. Prepares all necessary agenda items and presents to BOCC for approval.

Works with the Health and Human Services Manager to manage and implement special projects related to human services including the homeless corridor plans, support of the City’s Neighborhood First Plans, agency trainings, etc. Prepares all necessary agenda items.

Assists with the County’s Indigent Cremation and Burial Program including the development of policies and procedures for the Indigent Cremation and Burial Program and client intake and eligibility. Works closely with the Consolidated Dispatch Agency, the Medical Examiner’s Office, funeral homes, police department, Sheriff’s department, hospitals, nursing homes, and hospices to make eligibility determinations. Monitors, evaluates, and reports on the effectiveness and efficiency of the Indigent Cremation and Burial Program. Manages all Leon County Indigent Cremation and Burial contracts to ensure compliance.

Implements the Direct Emergency Assistance Program (DEAP) which provides emergency assistance to Leon County residents for rent, utilities, and mortgage. Evaluates the effectiveness and efficiency of DEAP and makes recommendations for improvements and enhancements.

Thorough knowledge of basic and public sector budgetary principles and procedures. Thorough knowledge of the principles of management and their application to the administration of governmental affairs. Considerable knowledge of the principles, practices, and procedures of organization, management, and administration. Ability to administer programs and budgets. Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation or marital status. Ability to establish audit tools to monitor healthcare contract agencies within the County’s Human Services Program. Ability to exercise judgment and discretion in establishing, applying, and interpreting County policies and procedures. Ability to express ideas effectively, both orally and in writing. Ability to initiate and implement administrative programs and procedures and to evaluate their effectiveness. Ability to facilitate meetings and reach creditable solutions. Ability to use basic office equipment including computer and County computer software (e-mail, Word, Excel, Banner, Finweb).

COMPLEXITY OF WORK
Due to a partnership with the County and City, this position is challenged by a high level of coordination among the partners needed to secure the success of the process. Since the partnership is one of a few in the nation, this position encounters situations which may be unprecedented and do not fall under established guidelines. Also, work involves regular coordination with governmental and non-profit agencies on financial obligations, contractual or regulatory requirements, at times in politically sensitive situations. The work requires sophisticated understanding of regulations and interagency relations. It requires analytical ability and significant independent judgment.
INTERNAL AND EXTERNAL CUSTOMER CONTACT
Contacts are with staff, other County employees, media, volunteers, and staff from the City. The purpose of the contact ranges from giving information about human services programs, making eligibility determinations, providing guidance and direction, interpreting regulations, briefing decisions makers, to resolving contractual, financial, or other problems.

EQUIPMENT AND TOOLS USED
Personal computer, word processing software (Neighborly and CHSP Portal), spreadsheet software, internet browsers for project research, et cetera.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work mainly indoors at a desk and frequently attends public meetings. Work is performed primarily in the office with a computer and traveling to meetings in a vehicle.

MINIMUM REQUIREMENTS
Graduation from an accredited four-year college or university with a Bachelor’s degree in Public Administration, Social Science, Social Work, Psychology, or a related field and two years of related work experience; or a Master’s Degree with one year of experience.

Necessary Special Requirements:
A valid Florida driver’s license and favorable driving record where appropriate.

Selection Guidelines:

FLSA STATUS: Position is exempt. Employee performs professional, responsible work directly related to the management policies/general business operations of the employer/customers in the Division. Also, the employee customarily and regularly exercises discretion and independent judgment.
