The City of Richmond Department of Social Services’ Office of Children’s Services Act (CSA) is seeking a highly qualified candidate for the position of FAPT Coordinator/Human Services Analyst to monitor and administer the Family Assessment and Planning Team (FAPT) organization, duties, functions, responsibilities and day-to-day operations. This position plans, organizes and implements the interagency FAPT process, function, policies in collaboration with all participating agencies and their related policies. This position reports progress and major activities to executive level administrators through reports and conferences.
Duties include but are not limited to

  • Provides direction, leadership and coordination of the FAPT members and process.
  • Creates and prepares documentation.
  • Prepares and develops correspondence, reports, manuals and other various documents.
  • Monitors and evaluates program effectiveness as it relates to the Comprehensive Services provider services and FAPT services.
  • Carries out FAPT fiduciary responsibilities and performs fiscal tasks.
  • Facilitates training to staff of various organizations for relevant programs.
  • Implements policies and procedures for the organization.
  • Performs seminar presentation to stakeholder groups.
  • Coordinates with intra-agency and inter-agency contacts to strengthen participation in the delivery of services, outreach and educational activities.

Qualifications, Special Certifications and Licenses
Considerable knowledge in Human services programs such as public assistance programs, policies, procedures, and regulations; youth welfare programs, programs for the elderly, maternal child health; prenatal and childbirth education; life course development; and awareness of family law; Community relations and organizing and familiarity using case management and reporting, databases, systems, etc.

Demonstrated skills in program planning and evaluation; data collection and management; public speaking and presentations; oral and written communication; business, technical, and report writing; and interpersonal communication and active listening as applied to interaction with co-workers, supervisors, and customers to sufficiently exchange or convey information and to receive work direction.

Demonstrated ability to work with diverse populations, including hard to serve and low income communities to generate trust and cooperation; identify funding to address community service needs and which organizations require said funding; manage time effectively and think critically.

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor’s degree in human services, social work, or a related field
  • Two years of related experience in the field of human services
  • Experience facilitating workshops and presenting information in front of a diverse group of individuals in various settings
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

PREFERRED QUALIFICATIONS:

  • Masters degree in a human services field related to social work, psychology, sociology or similar type of study
  • At least two (2) years of experience working with the CSA population in the private provider system for children’s services and/or in CSA related work such as utilization management, FAPT process, or other work related to the CSA
  • Experience in coordinating the work of others either as a supervisor or a team leadership role.
  • Experience and detailed working knowledge of federal funding streams to include Medicaid, IV-E, Social Security as well as the CSA funding pools
  • Experience in a clinical setting and role and two years of related experience, with at least one year serving on a FAPT team or similar multi-disciplinary team.
  • Experience in researching and using state and federal manuals such as foster care, IV-E, adoption, Medicaid, State Code of Virginia and other similar types of regulatory resources.

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Valid Driver’s License with an acceptable driving record
  • Complete and pass background checks
