General Description: The incumbent serves as the initial point of contact for clients seeking benefits and/or services and screens clients for benefits and services. This position is responsible for following established guidelines, policies, and procedures while performing routine administrative tasks supporting and assisting agency clients.
Organization: The Human Services Assistant position is part of Hanover County’s Career Development Program (CD). The Human Services Assistant career ladder has three (3) levels ranging from Human Services Assistant I to Senior Human Services Assistant. Incumbents report to a Benefit Programs Supervisor.
Essential Functions:
• Serves as initial point of contact for applicants
• Interviews clients and explains programs, services, policies, and procedures
• Assists clients with completing applications and performs initial screening of applications
• Researches information
• Provides information regarding various programs and benefits, general eligibility requirements, policies and procedures
• Researches a variety of databases to obtain and/or verify information needed to process applications
• Schedules and coordinates appointments for clients to meet with benefit, employment or services staff
• Contacts clients for requested/needed information and responds to routine questions in person, email, or by telephone
• Analyzes needs and coordinates resources that will support families/clients and generates payment for services when appropriate.
• Communicates with applicants, clients, co-workers, and other agencies in person, by telephone, and in
writing.
• Uses a computer to enter data and obtain additional information through various means, including
searching records, reviewing state reports, and automated searches.
• Provides support to Benefit Programs unit as assigned.
• Backs up agency functions by cross-training in other CSA roles (reception, distribution) and provides
assistance when needed.

Knowledge, Skills and Abilities: Basic knowledge of records maintenance and ability to maintain general office records. Working knowledge of: administrative and clerical procedures and systems such as word processing, managing files and records, office forms and applications, and other office procedures and terminology; and mathematics sufficient to add, subtract, multiply, divide, compute rate, ratio and percent. Some knowledge of basic human service needs and state computer programs. Skill in: operating a variety of automated office equipment to include calculator, fax/copier; and the use of computer-driven word processing, spreadsheet, and file maintenance programs. Demonstrated ability to: communicate effectively with program participants; plan , organize, and prioritize own work schedule; establish and maintain effective working relationship with clients, professionals, co-workers, and the public sufficient to exchange ideas and coordinate activities; accept direction and follow established procedures; make screening decisions based upon specific criteria; and conduct effective interviews both face to face and by telephone.Demonstrated ability to: establish and maintain effective working relationships with County officials, employees and the general public; read and comprehend simple documents; write simple correspondence; present information in one-on-one and small group situations; follow written and oral instructions; perform basic mathematics; plan, organize, and prioritize daily tasks; use correct spelling and basic grammar.
Education, Experience and Training: High school or equivalent required with at least one (1) year customer service experience preferred – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable. Higher levels on the Career Ladder require additional education, experience and training.
