This position is scheduled to receive salary range increases on the following dates:

Effective June 28, 2024 – 4.25% increase

Effective June 27, 2025 – 4.00% increase

This recruitment will establish an Open
eligible list and will be used to fill current and future Human Services Manager, within Social Services Agency. The eligible list established from this recruitment may also be used to fill positions in similar and/or lower classifications within the County of Orange.

This recruitment will be open for a minimum of five (5) business days
and will remain open on a continuous basis until the needs of the County are met.

SOCIAL SERVICES AGENCY
Administering a number of human services programs, the County of Orange Social Services Agency (SSA) is composed of four business divisions and over 4,400 dedicated employees, providing human services to an average of one in four Orange County residents. SSA operates under the policy direction of the Orange County Board of Supervisors and the California Health and Human Services Agency. SSA is responsible for planning, implementing and operating many of the social services programs provided by the County of Orange.

Funding for programs comes primarily from Federal, State and County sources. SSA’s budget is approximately $1 billion, with fiduciary responsibility for an additional $4 billion in services provided as a result of programs it administers.

THE OPPORTUNITYThis management position is responsible for planning, developing and implementing policies, procedures, and business activities to ensure compliance with federal, state, and local performance mandates for social services programs. In all four SSA divisions, Human Services Managers provides supervisory direction to high-level teams to ensure Agency goals are achieved, program accountability is maintained, and program productivity in delivering efficient and effective services is upheld.

Additional responsibilities of the position include but are not limited to:

  • Assessing and analyzing complex and challenging issues associated with changes to Federal and State program mandates and communicating information and actions needed in a timely and responsive manner
  • Understanding budget impacts on program operations
  • Formulating effective strategies and plans for enhancing operations
  • Monitoring staff performance and taking corrective action as needed

  • Background in and knowledge of Social Services Programs, such as CalFresh, CalWORKs, Medi-Cal, In-Home Supportive Services, Adult Protective Services, Child Welfare Series, Adoption Assistance, Foster Care, etc., other State and Federal Social Services Programs or Administrative Services in support of Social Services programs, i.e. policy development, training, curriculum development and technology oversight, etc.

SPECIAL QUALIFICATIONS:
Candidates will be required to undergo and successfully clear a background clearance check prior to the start of their employment. Areas considered in the background check include conviction history, employment history, professional references and education verification (i.e. degree, license, or official transcripts) if applicable. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.) – In addition, a Child Abuse Central Index (CACI) background clearance check may be required. CACI is a repository of child abuse investigation reports managed by the Department of Justice (DOJ) that contains information related to substantiated cases of physical abuse, sexual abuse, mental/emotional abuse, and/or severe neglect of a child.
