A Non-Merit vacancy exists in the Bureau of Animal Services, Communicable Disease, Environmental Health Services, Department of Health and Human Services.

Definition Of Responsibility
The Human Services Program Supervisor for Prevention in the Department of Health, Bureau of A.C.E, is responsible for overseeing and coordinating prevention programs and initiatives aimed at reducing the transmission and impact of HIV. This role involves leadership, guidance and support to team members, and collaborating with various stakeholders to achieve program objectives and performance measures.

Examples of Essential Duties

  • Develops, implements and evaluates comprehensive prevention initiatives targeting HIV.
  • Monitors program activities, outcomes, and budgets to ensure effective implementation and adherence to established goals and objectives.
  • Collaborates with internal and external partners to identify program needs, resources and opportunities for improvement.
  • Represents the program at meetings, conferences and community events to raise awareness, build relationships and advocate for program goals.
  • Fosters a positive and collaborative work environment, promoting staff development and engagement.
  • Oversees data collection, analysis, and reporting processes to monitor program outcomes and impact.
  • Schedules staff to ensure adequate coverage.
  • Holds individual and group conferences to review cases and problems.
  • Interprets regulations and policies.
  • Reviews and approves case management plans, in conjunction with other human services or criminal justice professionals when applicable, and guides employees in their implementation.
  • Develops written guidelines and procedures for the delivery of testing and Linkage to Care services.
  • Assists with interview and selection of personnel.
  • Evaluates employee performance and program functions.
  • Trains subordinate employees and/or service providers.
  • Coordinates the unit/program activities with other county, state, and community resources and programs.
  • Resolves client complaints.
  • Participates in the development of program policies and procedures and supervises their implementation.
  • Participates in the development and maintenance of management information systems.
  • Prepares grant proposals and other reports.
  • Prepares and monitors the budget for the unit or program.

Graduation from an accredited college or university with a bachelor’s degree in a social or behavioral science

Plus

Three years’ experience providing human services such as intake/referral, counseling, or educating.

(Related education beyond a bachelor’s degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience. Additional experience as a counselor, educator, or supervisor in a human services program may be substituted on a year-for-year basis up to a maximum of two years for the required education.)

  • Thorough knowledge and understanding of applicable Federal, State, and local regulations, procedures, and guidelines including those of the courts and criminal justice system.
  • Thorough knowledge of County and departmental rules, regulations, policies, and procedures pertaining to personnel and budget matters.
  • Thorough knowledge of program organization and role of assigned unit or program within local and State human services structure.

Licenses and Certificates
Possession of a valid driver’s license equivalent to a noncommercial, class C Maryland driver’s license is required at the time of appointment.

Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Employees are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions.

Paid Leave
Sick Leave – Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave – Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays – Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
