General Description
The Orange County Department of Social Services has an opening for a Human Services Supervisor I in Food and Nutrition Services. An employee of this class is primarily responsible for managing a work unit in one program area while supervising the work of Human Services Coordinators, Human Services Specialists and Human Services Technicians. Supervision responsibilities include overseeing application processing, determination and re-determination of eligibility for one public assistance program.
Work is performed under the regular supervision of the Human Services Manager with some leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures in the performance of duties, both in terms of planning and accomplishing work and in making decisions regarding client/family needs and requests. Supervision is a responsibility of this class. Does related work as required.
This position will supervise the Food and Nutrition Services team. Significant experience in Food and Nutrition Services is strongly preferred.

Manages the assigned human services program and is responsible for effective program delivery including developing plans and recommending procedures for accomplishing program objectives, staffing requirements, and allotment of funds to various program components.
Completes second-party reviews.
Performs record-keeping, reviews program progress and needs, participates in goal setting and program evaluation, and serves as a technical resource to agency staff, clients, and community organizations.
Plans and conducts meetings, training and other activities for program participants and/or staff members; creates educational materials, recruits, trains and supervises volunteers and/or interns.
Receives and/or reviews records and reports, such as referrals for the assigned program and volunteers, and researches information for program and client needs.
Coordinates and collaborates with human services agencies, other County departments, civic and community-based organizations, and local employers to coordinate service delivery and other initiatives.
Provides consultation services to the community and related agencies, meets with community organizations, private individuals, agency administrators, and professional staff to gain cooperation in achieving program goals and serves as liaison to select community organizations.
Provides staff training, resolves problems and ensures quality services are provided to the public.
Participates in the planning, development and monitoring of departmental programs, policies and procedures.
Provides assistance to staff on regulatory compliance and determination and re-determination of eligibility for public assistance programs, ensures accuracy of reports and compliance with federal, state and local standards.
Administers a program budget.
Troubleshoots complex issues in NC FAST.
Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Master’s degree in Social Work or other human services related field AND one (1) year of related experience in social services programs; OR
Graduation from an accredited college or university with a Bachelor’s degree in Social Work or other human services related field AND three (3) years’ of related experience in social services programs; OR
Any equivalent combination of education and experience.
Food and Nutrition Program and Supervisory experience is preferred.
