General Description

The Orange County Social Services Department has an opening for a Human Services Supervisor in the Employment Services Division. The work involves the responsibility for managing an Employment Services work unit and program and supervising staff assigned, which may include supervising Social Workers, Human Services Coordinators, Human Services Specialists and Human Services Technicians. An employee in this class supervises various employment programs and supportive services, application processing, determination, and re-determination of eligibility for Adult Long-Term Medicaid public assistance programs.

Work is performed under the general direction of the Human Services Manager with considerable leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding customer needs and requests and conducting project assignments. Supervision is required of this position. Position does related work as required.

Manages the assigned human services program(s) and is responsible for effective program delivery; develops plans for accomplishing program objectives, staffing requirements, and allotment of funds to various program components; performs recordkeeping, reviews program progress and needs, participates in goal setting and program evaluation.

Supervises staff in performing the duties of their class including assigning work duties and checking completed work and ensures State standards are met by the unit.

Plans, directs, and evaluates the work of staff; advises and participates with staff in difficult cases; provides staff training, resolves problems, and ensures quality services are provided.

Participates in the planning and developing of departmental programs, policies and procedures and ensures same.

Administers and maintains program budget.

Coordinates and collaborates with human services agencies, other County departments, civic and community-based organizations, and local employers to coordinate service delivery and other initiatives, including Job Fairs and targeted hiring events.

Helps staff with regulatory compliance and determination and re-determination of eligibility for public assistance programs.

Completes second-party reviews.

Troubleshoots complex issues in NC FAST.

Serves as technical resource to agency staff, clients, and community organizations.

Provides consultation services to the community and related agencies. meets with community organizations, private individuals, agency administrators, and professional staff to gain cooperation in achieving program goals. serves as liaison to select community organizations.

Plans and conducts meetings, training, and other activities for program participants and/or staff members; creates educational materials; recruits, trains and supervises volunteers and/or interns.

Receives and/or reviews records and reports, such as referrals for program and volunteers; researches information for program and client needs.

Assists in evaluating statistical reports to determine whether agency goals are being met. compiles information to complete reports. proposes new procedures in order to make division more efficient.

Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail, and database software in performing work assignments.

Adheres to the department’s safety rules and regulations.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a bachelor’s degree in social work or other human services related fields AND five (5) years of associated human services professional experience AND 3 years of experience of directly supervising or leading others; OR
An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.

SPECIAL REQUIREMENT
Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.

As with all positions with the Department of Social Services, this position may be required to serve in shelters in time of natural and man-made disasters including overnight and weekends. The duties assigned during this time may vary from your regularly assigned duties. Assigned duties will be at the discretion of the Social Services Director.
Physical Requirements and Possible Hazards

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS
Must be able to physically perform the basic life operational support functions of standing, walking, stooping, crawling, bending, kneeling, pulling, lifting, carrying, reaching, pushing, sitting, talking, hearing, handling, and repetitive motions of the hands/wrist.

Ability to perform sedentary work, exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Must possess the visual acuity to inspect data and information, perform extensive reading and operate a computer terminal.

Worker is not substantially exposed to adverse environmental conditions.
