The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. HJF is seeking a Program Manager II to support the Data Coordinating and Analysis Center (DCAC) for the Military HIV Research Program (MHRP) and the Emerging Infectious Diseases Branch (EIDB) of the Walter Reed Army Institute of Research (WRAIR), whose Home Office is located at 6720A Rockledge Drive, Bethesda, Maryland. HJF provides scientific, technical, and programmatic support services to MHRP, EIDB, and affiliated programs. Remote options are available for this opening.
DCAC is an in-house centralized resource for clinical data management, biostatistical analysis, reporting, and training in support of clinical trials and scientific research. The Program Manager II will leverage strong project and program management skills to provide efficient and effective programmatic and administrative support with budgets, charge codes, contracts, purchasing, recruiting, onboarding, meeting coordination, proofreading, and public-facing communications to support new and ongoing HIV and other emerging infectious disease studies conducted by MHRP, EIDB, and affiliated programs, involving clinical observational research, laboratory research, clinical trials, and other research studies.
Responsibilities
- Provides support for policy guidance, procedures, and protocols to enhance program efficiency and effectiveness.
- Supports the development and management of program plans from inception to deployment, applying project management methodology and enforcing best practice standards.
- Initiates and monitors program actions including budgets, purchasing, and hiring activities. Works with project stakeholders to ensure detailed business and technical requirements are defined to ensure success in program.
- Interacts with project stakeholders by facilitating information flow as a liaison between research staff, Principal Investigators, project sponsors, research administrators and HJF Program Operations in the administration of agreements and contracts and research compliance. Develops and maintains standard operating procedures, maintains and disseminates policies and obtains feedback for continual process improvement.
- Provides general administrative support to the Director, Deputy Director, Team Leads, department staff, and DCAC projects. Sets up and monitors conference calls and meetings. Reserves meeting space, distributes agendas, takes, distributes, and files minutes and action items for meetings, and tracks completion.
- Drafts memos and letters on behalf of the Director and other DCAC staff, edits and proofreads a wide range of internal and external DCAC-related documents, including PowerPoint presentations (both content and layout).
- May coordinate travel arrangements for Director or Deputy Director.
Required Knowledge, Skills and Abilities

- Knowledge of organizational objectives, the federal budget process, office automation
- Ability to work completely independently, use sound judgement in solving problems, and coordinate many complex systems and programs simultaneously
- Experience with project management principles, customer/client relationship skills, people management experience
- Strong oral communication skills including ability to moderate meetings
- Strong written communication skills, including ability to develop and edit written departmental documentation
- Strong working knowledge of MS Office, Excel, and PowerPoint
- Preferred:
- Experience with Smartsheet; PMP; familiarity with the field of HIV or other emerging infectious diseases and/or clinical trials
Supervisory Responsibilities
- May provide input into employee hiring and employee performance evaluations.

Education and Experience
- Bachelor’s Degree required.
- Minimum of 6-8 years experience required.
Licenses and Certifications
- PMP preferred.
Compensation
The likely salary range for this position is $72,400 USD to $95,000 USD annually based on a 40-hour work week. This is not, however, a guarantee of compensations or salary. Final salary will be determined based on market analysis, experience, and education.
