We are accepting applications for a Financial Program Manager within the Office of Financial Management, Budget Team , headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 11th floor, Columbus, Ohio 43215.
What You’ll Do:
Under direction from Financial Manager (Budget Manager):
- Serve as Budget Analyst for either Central Office or Regional Psychiatric Hospitals.
- Develops reports and databases that provide information relative to Central Office, Hospital Services, and Community revenue and expenditures to ensure balanced budgets within all Central Office or Hospital Services locations.
- Assists in the projection, preparation, analysis, and implementation of agency biennial budget and Central Office, Hospital Services, and Community Funding annual budgets.
- Forecasts spending and revenue patterns and recommends approval/disapproval of expenditures.
- Assists with data verification of reports, including COGNOS reports.
- Attends strategic planning meetings for Central Office, Regional Psychiatric Hospitals, and Community Funding.
- Coordinates activities relative to Central Office, Hospital Services, Regional Psychiatric Hospitals, and/or Community Support Network budgets.
- Updates agreements and procedures, including those pertinent to the funds transfer process and revenue receipt and reconciliation.
- Identifies and categorizes expenditure data relative to the OAKS/COGNOS system and provides technical expertise and training to agency personnel.
- Assists personnel with the journal entry process.
- Maintains records and data used in the development of the budget projection process.
- Produces documentation to support program responsibilities.
- Attends meetings and presents budget analysis and recommendations.
- Travels and/or provides technical assistance to OhioMHAS Central Office, Regional Psychiatric Hospitals, Fiscal Administration, or OhioMHAS personnel to resolve issues identified during monitoring and coordinating activities relative to the budgeting, purchasing, and payment processes.
- Acts as a liaison between OhioMHAS and other state agencies (Office of Budget and Management, State Accounting, DAS State Purchasing, and other DAS Divisions).
- Assists in responding to audit findings.
- Performs other duties and completes special projects as required.
Currently operating under a hybrid schedule. Two days in-office per week, subject to change.

Qualifications
54 mos. exp. or 54 mos. trg. financial administration.
-Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.
-Or completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in financial administration.
-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
