What You Will Do:
- Serve as the program and data manager for the OHGO traveler information platform, Work Zone Management System, and TSMO API
- Use Python and SQL skills to develop and implement complex data solutions to help the Department address congestion and program performance
- Build relationships with the IT group while overseeing the TSMO Data Warehouse efforts
- Turn data into information non-technical staff can access and use to make decisions.

Official Position Description:
Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 2 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework. All requests to telework are reviewed and must be approved by ODOTs Chief Human Resources Officer.
In the Division of Operations, independently develops, maintains & supports the Transportation Systems Management & Operations (TSMO) Warehouse, TSMO Application Programming Interface (API), OHGO, & Work Zone Information System using a computer & related software (e.g., Python, structured query language (SQL), PowerBI). Develops, publishes & enforces institutional & programmatic policies regarding data administration that are consistent with ODOT’s long-term direction to improve planning, program management & project development procedures. Monitors long-term system integration & facilitates strategies to integrate the Work Zone Information System with other systems & ODOT initiatives (e.g., Advances Traffic Management System (ATMS), OHGO, Hauling Permits, TSMO Warehouse); provides input in design & develops databases; determines data requirements/parameters. Manages/forecasts future resource needs for maintaining TSMO Warehouse, TSMO API, OHGO, & Work Zone Information Systems. Works in conjunction with business areas to develop standards for new & existing data (e.g., name, length, field). Provides input in &/or performs design & development of TSMO Warehouse (e.g., transactional tables for Snow and Ice Performance Evaluator (SNIPE) & Traffic Operations Assessment Systems Tool (TOAST)) & Work Zone Information System database tables; ensures effective use of data. Uses a computer & related software (e.g., Python, SQL, PowerBI) to develop data extraction, transformation, & loading scripts to integrate external data into the TSMO Warehouse; creates reports & dashboards (e.g., SNIPE, TOAST, Enterprise Information Management System (EIMS), ATMS, Work Zone Database (WZDB) system, TSMO). Determines data end user needs, data origination, data storage, data currency, metadata data description, data element origination, data updates. Provides mentoring for lower-level personnel performing information technology (IT)-related duties; provides program direction for the maintenance work order system. Ensures data is used & maintained in accordance with the vision of ODOT. Performs data reviews to ensure uniformity in cost accounting & works with district personnel to correct data integrity issues.
Uses a computer & related software (e.g., graphical query language (GQL), Microsoft Office) to prepare data analysis reports to evaluate general highway maintenance activities & roadside programs. Presents developments to internal & external customers & management. Performs other work-related duties as assigned.
Qualifications
Completion of undergraduate core program in business or public administration or data processing/computer science/information systems technology; 3 yrs. exp. or 3 yrs. trg. in developing & maintaining data administration policies & procedures for automated systems which included responsibility for developing standards for new & existing data definition, product evaluation, recommending software selection, design & development of data bases to include security measures/controls & how data is to be accumulated maintained, archived & removed from system.
