Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 2 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework. All requests to telework are reviewed and must be approved by ODOT’s Chief Human Resources Officer.

Hybrid Telework GIMS Specialist 2, Office of Technical Services, PN 20065716

In the Office of Technical Services, conducts complex analysis of geo-spatial databases (e.g., Roadway Information Management System (RIMS), Geographic Information System (GIS), Linear Referencing System (LRS) &/or Computer Aided Drafting & Design (CADD) projects) in response to user requests (e.g., links existing systems that reside on various platforms, graphical queries, map overlay, project analysis). Assists & educates users regarding GIS/LRS &/or CADD technology &/or opportunities GIS/LRS technology affords to resolve resource management problems (e.g., provides documentation, tools, presentations/training to all levels of users/customers). Utilizes computer & related software (e.g., Microsoft Word, PowerPoint, Power BI) to create/update website resources &/or establish/update standard queries. Coordinates with ODOT executive staff (e.g., Director, Assistant Director, Deputy Director), ODOT personnel, consultants, government agencies (e.g., Ohio Department of Natural Resources (ODNR), Ohio Environmental Protection Agency (OEPA), Public Utilities Commission of Ohio (PUCO), Federal Highway Administration (FHWA), Ohio Department of Public Safety (ODPS), Bureau of Motor Vehicles (BMV)) in response to user requests for digital data & applications. Participates in development of macro-language programs (e.g., Structured Query Language (SQL), Python) &/or various database program functions (e.g., Oracle, Sybase, SQL Server, SDE, Excel, Access, Feature Manipulation Engine (FME), Aqua Data Studio) for GIS/LRS operations to improve users’ products.

Operates GIS &/or CADD software (e.g., Environmental Systems Research Institute (ESRI), ESRI Roads & Highways, ESRI ArcMap Desktop, ESRI Arc Catalog, ESRI ArcPro, Roadway Characteristics Editor (RCE), Microstation) & Global Positioning System (GPS) to produce &/or revise maps/spatial databases/LRS, engineering design drawings, cartographic enhancements (e.g., land use, land cover, bed rock, geology, wetlands, land parcels, highway design characteristics, pavement management, highway performance management system (HPMS), base transportation referencing system (BTRS), Linear Based Response System (LBRS), highway accident statistics, bridge locations); uses computer & related software (e.g., Microsoft Excel, Word, & Access; FME, Aqua Data Studio) to prepare reports &/or documentation. Maintains ODOT’s LRS & all associated attributes (e.g., RIMS, State, Local & Municipal Roadway Information Systems). Maintains active relationships with local agencies to ensure annual roadway changes are reported. Enforces data standards & ensures data documentation, metadata, & other supporting artifacts related to maintaining these databases are complete. Assists in the annual Local Certified mileage program.

Ensures GIS &/or CADD operations adhere to ODOT’s geographical information policies & guideline standards for data capture, data manipulation & output; coordinates applications design & final products based upon Central Office & district office needs & expectations; coordinates GIS &/or CADD activities (e.g., data search, data integration, improve data sets, create libraries of user queries); participates in application design; participates in workforce & project planning to plan, schedule, & implement project activities (e.g., committee meetings, assessments/needs studies, test GIS packages, pilot & recommend tools); transforms final products to storage media & creates data reports to include metadata. Provides geo-spatial data (e.g., LRS, Roadway attributes, political boundaries) to government agencies (e.g., ODNR, OGRIP, OEPA, PUCO, FHWA, ODPS, BMV), consultants & external customers; coordinates geo-spatial contracts for project related personnel services; assists staff/interns in processing of spatial data into geo-spatial format.

Qualifications
Completion of graduate core program in geography, natural resources, engineering, planning, computer science, biology, geology, ecology or related field to include course work in geographic information systems (e.g., applications in geographic information systems, data input operations in geographic information & creation of digital spatial data bases); 12 mos. exp. or 12 mos. trg. in use of projections, coordinate systems & map algebra in operation of geographic information systems. -Or completion of undergraduate core program in geography, natural resources, engineering, planning, computer science, biology, geology, ecology or related field to include course work in geographic information systems (e.g., applications in geographic information systems; design & implementation of geographic information; creation of digital spatial data bases; data input operations in geographic information); 24 mos. trg. or 24 mos. exp. in use of projections, coordinate systems & map algebra in operations of geographic information systems. -Or 4 yrs. trg. or 4 yrs. exp. in coordination of operations of geographical information systems to include data input operations, creation of digital spatial data bases, design & implementation of geographic information & applications design & use of projections, coordinate systems & map algebra in operation of geographic information systems. -Or 12 mos. exp. as GIMS Specialist 1, 85771. -Or equivalent of Minimum Class Qualifications For Employment noted above.
