Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 2 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework. All requests to telework are reviewed and must be approved by ODOTs Chief Human Resources Officer.

Position Description:

Planner 3, Office of Transit, PN 20064431

Acts as project coordinator & principal liaison in the Office of Transit for planning, development, delivery, maintenance, & evaluation of assigned federal & state transit areas (e.g., 5310 Elderly & Disabled program, 5311 Rural Transit Program, 5307 Urban Transit Program, State Transit Programs etc.,) Coordinates all federal grant reporting & federal grant close out processes (e.g., recommends criteria to meet grant eligibility, reviews for completion & accuracy, & provides final review for recommendation to Public Transportation Manager). Recommends training & technical assistance related to federal grant reporting requirements & federal discretionary programs. Serves as liaison for all inquiries concerning the 5311 & other assigned programs. Reviews new guidance & regulations from the Federal Transit Authority (FTA) & develops & recommends policies & procedures needed to ensure compliance & trains Transit personnel accordingly. Provides the primary budget & funds management for the 5311 program; coordinates with the Division of Finance staff to assure adequate budget control of the assigned programs, the timely submission of Federal Financial Reports & Milestone Progress Reports, etc. Oversees & prepares the Office of Transit budget for the assigned programs; utilizes computer & related software (e.g., Federal Grant Management System (TrAMS), Federal Reimbursement System (ECHO-WEB), ODOT Mainframe Accounting Software, & Geographical Query Language (GQL), BlackCat Grant Management Software, & Oaks Grant Enterprise System)); conducts fiscal staff meetings to discuss & execute policies & procedures & federal/state program proposals (e.g., 5311 Rural Grant program of projects & expenditure of projects. Serves as the subject matter expert for the BlackCat Grants Management Software as it relates to the assigned program. Works directly with grantees to ensure program compliance with FTA & ODOT regulations. Responsible for ensuring that the tracking & reporting of all required data is complete & accurate from all program grantees. Provides technical assistance & project management for assigned program areas; answers inquiries & correspondence; conducts & arranges training for program participants; organizes & conducts roundtable events.

Reviews & approves coordinated plans, monitors transportation projects (e.g., Transit Facility Construction/Renovation projects, Transit planning studies, etc.) in the Office of Transit (e.g., oversees implementation schedules, coordinates &/or directs development & implementation of project activities). Makes project presentations to educate & involve stakeholders including the public, state, local, & federal government using computer & related software (e.g., Microsoft Excel, PowerPoint, Visio, etc.). Works with the Public Transit Manager to determine & allocate resources for projects. Coordinates with internal & external customers to achieve project related goals. Resolves complex contract management issues encountered in program areas. Serves as backup to all other programs in other program coordinator’s absence.

Coordinates personal service tasks for the Grants Management section (e.g., monitors contract budgets, assures budget control, & reports to Public Transit Managers & Public Transit Administrator; uses computer & related software (e.g., Microsoft Office). Makes recommendations for budget levels for Personal Service Contracts & conducts independent cost analysis for budgeting & procurement. Coordinates all Federal Highway Administration (FHWA)/FTA Flex Fund Transfers with Urban program coordinator for assigned programs. Directs staff in activities within the assigned program associated with the Statewide Transportation Improvement Program (STIP) to assure approved Transportation Improvement Programs (TIPs) are included in the process & eligible for federal funding. Prepares & delivers speeches &/or presentations. Attends meetings, conferences, & special events. Represents agency on state & federal levels with the general public. Performs other work-related duties as assigned.

Qualifications
Completion of undergraduate core program or 24 mos. exp. in assigned program area (e.g., engineering, landscape architecture, rehabilitation, mental health technology, transportation, physical, behavioral & social science, urban or community planning, natural resources, business or public administration); 9 mos. trg. or 9 mos. exp. in operational, mathematical, analytical or statistical research methods used in conducting & documenting research studies; 1 course or 3 mos. exp. in public relations; 1 course or 3 mos. exp. in budgeting; 1 course or 3 mos. exp. in technical writing or business communication.

-Or 6 mos. exp. as Planner 2, 85312, in assigned program area.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
