Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 2 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework. All requests to telework are reviewed and must be approved by ODOT’s Chief Human Resources Officer.

Position Description:

Project Manager 2, Office of Transportation and Economic Development, PN 20074356

Serves as Administrator of the Office of Transportation and Economic Development; manages assigned project(s), with or without sub-projects, that cover all phases of project management, with activities & responsibilities involving organizations/entities external to ODOT & whose primary stakeholders are executives &/or local political organizations/individuals (e.g., Transportation Review Advisory Council (TRAC), Federal Highway Administration (FHWA)); works directly with agency executives & organizations responsible for service/product delivery, focuses on coordination of projects with other services/projects. Plans, develops & implements policies relating to land use regarding community & commerce issues. Coordinates all development driven transportation needs &/or tasks with appropriate entities & stakeholders (e.g., ODOT Districts & Offices, Department of Development, TRAC, FHWA, consultants, private industries). Oversees & participates in preparing scopes & reviewing economic development reports & studies & provides technical recommendations. Uses computer & related software (e.g., Microsoft Office) to provide reports on transportation projects resulting from proposed development. Ensures accurate & timely updating of management information systems as related to development projects & programs (e.g., ELLIS). Monitors Districts’ Transportation Improvement certification & project development status.

Assists in administration of the Major New Program & implements & coordinates project phases on a statewide basis (e.g., ensures the major new program is delivered on-time & within budget; ensures the projects are scoped correctly; ensures estimates are updated & funded correctly). Monitors funds budgeted for program & authorizes release of funds committed for Major New projects based on analysis, scoring & program intent. Reports on project costs, schedules & scopes including troubleshooting to advance project development using a computer & related software (e.g., ELLIS). Programs projects into ELLIS & ensures the Major New Program is compliant with business rules. Conducts Quality Assurance Reviews (QARs) of District operations related to Major New project management (e.g., ensures consisting among Districts & ensures compliance with ODOT policies & procedures). Modifies ODOT policies &/or procedures as needed & effectively communicates changes to District offices & the TRAC. Attends TRAC meetings/hearings; presents findings to committees & organizations.

Trains, mentors & directly supervises staff that performs daily program management activities (e.g., provides developmental opportunities, coaches staff to foster development & promote job satisfaction, assigns work, evaluates performance, recommends discipline as necessary, provides feedback when appropriate); approves leave & timesheets for subordinates using a computer & related software (e.g., KRONOS). Reviews & approves goals & objectives proposed by staff. Meets with staff to discuss/evaluate project priorities & progress towards short- & long-term goals. Maintains awareness & knowledge of issues that affect programs & relays information to upper management as necessary. Researches various issues to address questions communicated by the public &/or stakeholders &/or make recommendations regarding projects &/or state & federal compliance issues. Performs other work-related duties as assigned (e.g., attends meetings, conferences &/or workshops on related topics; serves on state or federal committees as a subject matter expert).

Qualifications
Successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; 12 mos. exp. in budgeting & calculating cost projections of program/projects; 12 mos. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation).

-Or 4 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); 12 mos. exp. in budgeting & calculating cost projections of program/projects.

-Or 12 mos. exp. as Project Manager 1, 63381 or IT Project Manager 1, 63384.

-Or equivalent of Minimum Class Qualifications for Employment noted above.
