Job Description:
Public Transportation Manager, Office of Transit, PN 20064432
Plans, directs, & coordinates all activities of major section within the Office of Transit (i.e., program management regarding rural & urban transit); supervises assigned section staff (e.g., provides developmental opportunities, coaches staff to foster development & job satisfaction, assigns work, evaluates performance, recommends discipline if necessary, provides feedback); reviews & approves goals & objectives proposed by staff; meeting with staff to discuss/evaluate project priorities & progress towards short & long term goals. Evaluates rural & urban transit program criteria & funding recommendations; provides administrator with recommended funding approvals. Provides technical assistance to grantees to ensure transit program compliance (e.g., Federal Transit Authority (FTA) & Federal Highway Administration (FHWA). Oversees & coordinates preparation of monthly/quarterly/annual transit program reports using computer & related software (e.g., Microsoft Word, Excel, & BlackCat). Acts as Office of Transit Administrator in Administrator’s absence.
Plans, directs & coordinates fiscal & administrative awards with Office of Transit sub-recipients (e.g., county & city transit agencies & non-profit transportation agencies). Oversees use of ODOT-Software for programing of projects (i.e., Ellis, AA, SharePoint, Formstack, etc.) Monitors sub-recipients’ budgets for capital & operations regarding project awards; ensures project selection meets ODOT’s goals to support safe & reliable personal mobility through coordination. Identifies trends &/or analyzes need for reallocation of funds among programs to ensure adequate funding is available for sub-recipients ability to meet their project goals (e.g., FTA Section 5307, FTA Section 5310, FTA Section 5311, FTA Section 5339 GRF). Negotiates discrepancies & issues that occur along a project life cycle between ODOT, FTA, & ODOT sub-recipients.
Acts as liaison with public officials, state agencies, public transportation systems, Metropolitan Planning Organizations (MPOs), local human service agencies & general public; explains & interprets federal & state policies & programs; responds to telephone & written inquiries & complaints; represents office at conferences & meetings dealing with public transportation issues; conducts training; prepares presentations & makes speeches to develop & support transportation programs.

Qualifications
Completion of undergraduate core program in business administration, public administration, urban & regional planning or closely related field; 2 yrs. trg. or 2 yrs. exp. in administrative, managerial or supervisory capacity to include responsibility for public transportation issues, public relations & budgeting. -Or equivalent of Minimum Class Qualifications For Employment noted above.
