Who We Are:
The Ohio Facilities Construction Commission (OFCC) oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohio’s school facility programs which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.
The Commission sets uniform rules, procedures, and standardized documents for state construction under Chapter 153.
The legislature established the Commission in 2012 with the merger of the Ohio School Facilities Commission (OSFC) and the former Office of State Architect. In 2013, the Commission undertook oversight of the cultural facilities grants program. In 2017, the legislature further folded all OSFC duties and responsibilities into the Commission, thereby consolidating guidance and oversight for its various programs into one entity.

What We Do:

What You’ll Do:
Serves as Capital Finance Analyst for the Ohio Facilities Construction Commission (OFCC) for construction project financial processes, including cost accounting, revenue, & receivable accounting functions: maintains separate cost accounting for OFCC administered construction projects; analyzes costs by project & by fund versus revenue by source of revenue; analyzes design contracts & construction projects to determine correct fees to bill for projects & creates electronic files; runs periodic billings to state agencies and institutions of higher education to recover project costs; continually analyzes billings to ensure policies & procedures of the commission are followed; utilizes understanding of computer database systems, spreadsheet design & accounting theory to develop & maintain billing, revenue & expense projections & tracking systems; prepares cash flow analysis statements to provide input on funding decisions; maintains OAKS reason codes for all state agency projects; oversees tracking, collections, & reporting of project revenues; maintains regular contact with project staff & customers to resolve outstanding receivables & provide up-dates on status.
Other duties include: reviews Controlling Board requests for OFCC administered agency projects, manages retainage & lien escrow accounts for applicable projects; formulates & implements fiscal controls & processes & ensures they are followed for all escrow accounts; tracks & monitors agency project agreements; researches & responds to state agencies with capital & project funding inquiries & issues; sets up project funding within the OAKS Capital Improvement application; makes recommendations for corrective action; analyzes liens filed against funds due to contractors for compliance with Ohio Revised Code; performs analysis of budgets & expenditures for construction projects; performs special financial & construction project analysis & prepares special reports based on analysis; performs other related duties.

Hybrid Work Environment
After the initial onboarding period, this position offers the opportunity to work remotely (from home) approximately 3 days per week by leveraging Microsoft Teams and other applications. On assigned in-office days, this position would require working from our office located in the William Green Building in downtown Columbus.

Maternity Benefits Available to Enrolled State Employees
- The State of Ohio is expanding maternity health care benefits available to state employees enrolled in the Ohio Med PPO and Ohio Med NN (narrow network) medical plan options. A number of prenatal, childbirth, and post-childbirth services will be provided at no out-of-pocket cost to employees utilizing network providers.
Examples of Services Now Covered by Network Providers at 100% Include:
- Prenatal care, including physician visits and examinations.
- Home health care services are designated as maternity care (for expectant members on bed rest).
- Inpatient claims for all types of delivery.
- Inpatient NICU claims, from birth through discharge.
- Postpartum care, including office visits for follow-up, and procedures/treatments directly related to maternity.
- Medications prescribed for both antepartum and postpartum conditions (e.g., morning sickness, postpartum depression).
- Medical services provided by non-network providers will be processed at the applicable coinsurance, deductible, and out-of pocket limits.
- Prescription drugs that are directly related to maternity care will be covered with no copay. The State of Ohio has collaborated with the prescription drug third-party administrator (OptumRx) to provide a list of covered medications that can be approved for zero copay via prior authorization from providers.
Qualifications
Completion of a graduate core program in public or business administration, accounting, finance, or a related field
OR completion of an undergraduate core program in business administration, accounting, finance, or a related field AND 6 months of experience or 6 months of training. in accounting &/or finance
OR 1.5 years of experience or years of training. in accounting &/or finance.
OR equivalent of Minimum Class Qualifications for Employment noted above.
***NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced.
