The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The Central office of Interjurisdictional Placements (COIP) provides guidelines and direction concerning interjurisdictional movements of children to New York City and provides resources, training, ICPC clinics and technical assistance to Children’s Services personnel, Voluntary agency staff, attorneys, and other individuals on current ICPC procedures.
The Training and Special Project Supervisor will report directly to the COIP director and will be responsible but not limited to:
• Receive and respond to telephone and email inquiries regarding Interstate, Intrastate and International cases.
• Provide up to date and accurate information to CS staff, contract agencies, interstate, intrastate and international agency staff as well as the general public seeking information about interjurisdictional issues.
• Provide updates about assigned cases to requesting agencies and OCFS on a regular basis.
• Complete SCR and other clearances as needed.
• Assist in locating services for incoming ICPC and interstate children and maintain contact with sending state agencies to ensure they maintain financial responsibility.
• Provide bi-weekly foster parent orientation for prospective ICPC and intrastate foster parents.
• Lead Mini-MAPP, Special Needs and Refresher training for foster parents. Co-lead ICPC trainings for ACS and contract agency staff.
• Act as Medicaid Liaison, responsible for all Title IV-E Medicaid applications for approved incoming ICPC cases
• Act as a Liaison to field offices ICIPC Liaisons and manage reports, questions, issues related to Interjurisdictional placements.
• NJNY Border Agreement- Receives and reviews all incoming and outgoing NYNJ border agreement requests, processes and assigns requests as appropriate.
• Maintains control regarding all border agreement cases
• Attends monthly border agreement management team meeting
• Maintains regular contact with counterpart in NJ
• Foil Requests – Receives and processes all FOIL requests, submits to appropriate area at ACS and follows up as necessary.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college or university including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology,
sociology, human services, criminal justice, education (including early childhood), nursing or cultural anthropology, at least 12 of which must have been in one of these disciplines, and 30 semester credits toward a Masters of Social Work or a graduate degree in a related field, and at least eighteen months of child welfare casework experience.
