Position Overview
**We are accepting Work Against applicants that need up to six (6) months of Income Maintenance Caseworker II experience.**
The Cumberland County Department of Social Services (DSS) and the Cumberland County Department of Public Health (CCDPH) have received funding to implement an initiative which focuses on primary prevention by utilizing a whole person/family approach and addressing social determinants of health (SDOH). The initiative includes multi-disciplinary Case Management and Care Coordination teams responsive to community referrals to provide care coordination and case management services to address social determinants of health, address social needs, improve health behaviors and health outcomes, improve health equity, and reduce health disparities, reduce preventable hospital stays, and prevent and reduce child abuse and neglect.
This position is assigned to the Economic Services Section of the Cumberland County Department of Social Services and will primarily serve in the areas of Work First/TANF, Medicaid (Family and all Adult), Food and Nutrition Services and Special Assistance. The worker may also serve in the areas of Refugee Assistance and/or Energy Assistance. This position may serve as a lead worker over a unit consisting primarily of Income Maintenance Caseworkers (I, II, III); a program trainer; a quality assurance specialist; or a combination of those previously listed. The worker may also perform the same eligibility determination functions as the Income Maintenance Caseworker I, II, or III. The purpose of these programs is to provide assistance to low-income families.
Examples of Duties
Duties for this position include, but are not limited to:
- Serve in the following programs: Work First/TANF, Medicaid (Family and all Adult), Food and Nutrition Services and Special Assistance. The worker may also serve in the areas of Refugee Assistance and/or Energy Assistance.
- May spend up to 100% of their time performing leadworker functions to include training new/existing workers in new procedures, policy, and problem analysis/identification resolution; second party review; 100% check of work for all new employees and a random sampling of work from existing employees; implementation of “mass” changes for programs.
- Must be thoroughly familiar with all functional aspects required to properly process the applications of customers applying for benefits and redeterminations for existing customers.
- Will fill in for vacant positions on the team to ensure quality case management service and provide feedback to the supervisor regarding training needs of the team.
- Basic knowledge is required of the following programs: FNS, Medicaid (Children and Adult-all programs); TANF/Work First Services to include Retention Services, Foster/Adoption Services, Child Protective Services, Program Integrity, and Family Violence Care Center.
- Make referrals to outside agencies to alleviate crisis situations such as: food, clothing, shelter, abuse etc.
Employee is subject to be called upon anytime to help the agency respond to a public health emergency which may include, but is not limited to, outbreak investigations, staffing mass dispensing or immunization clinics, providing disaster relief, or other incidents (man-made or natural and intentional or non-intentional) as they arise, or any public health response requested by the Health Director.
Minimum Qualifications
Two years of experience as an Income Maintenance Caseworker; or an equivalent combination of training and experience.
Degrees must be received from appropriately accredited universities.

Knowledge, Skills and Abilities
- Thorough knowledge of income maintenance program assigned.
- Considerable knowledge of all agency and community programs and services which could affect the client/applicant.
- General knowledge of all income maintenance programs.
- Good mathematical reasoning and computational skills.
- Ability to read, analyze, and interpret a variety of regulations, policies, and procedure of varying complexity.
- Ability to work independently and prioritize work.
- Ability to train employees in new and existing rules, regulations, policies, and procedures. Ability to understand the needs and problems of clients/applicants.
- Ability to perform caseworker function under and within structured time frames.
Must have or obtain and maintain a valid North Carolina driver’s license with an acceptable driving record. Background check and negative drug test are required.
