General Statement of Duties
The Department of Social Services is seeking a highly motivated, dependable professional with advanced communication and exceptional customer service skills. This position investigates suspected fraud, misuse or abuse of public assistance program benefits and ensures the quality and accuracy of the administration of public assistance program benefits. The primary purpose is to educate, prevent, discover, and recover overpayments/over issuance in social services programs. The Senior Income Maintenance Caseworker will investigate allegations of criminal misconduct including but not limited to theft, embezzlement from public assistance, false statements and concealment of facts relating to documents in obtaining public benefits. They will conduct an analysis of diverse investments, complex financial transactions, the review and understanding and interpretation of public assistance policy. They must have exceptional organizational skills, the ability to work quickly within deadlines, have basic knowledge of universal computer technology and general office equipment, and be able to thrive in a team-oriented environment.

Distinguishing Features
This Sr. Income Maintenance Caseworker will provide technical, investigative and evidentiary guidance to the legal staff of the Department of Justice in preparing cases for litigation and developing documentary and testamentary evidence. They may serve as a witness in civil and criminal court trials and may testify before Federal/state grand juries concerning their investigations, facts and evidence. The Investigator will investigate allegations of criminal misconduct including but not limited to theft or embezzlement from public assistance and/or false statements and concealment of facts relating to documents in obtaining public benefits. The Investigator will plan, conduct, and coordinate civil and criminal investigations of public assistance benefits.

The person selected for this position should be familiar with the computer systems associated with overpayments in the Family and Children’s Medicaid and Food & Nutrition Service Programs as well as have in depth knowledge of all of the program policies.

Accuracy and exactness are required in performing the work of the Investigator. This position requires mental concentration as the Investigator is constantly doing calculations of income, assets and expenses. Each case is different; therefore, a different method of calculation may be used depending on the circumstances of each case.

The ideal candidate will possess the following knowledge, skills, and abilities:
– Knowledge of the social, economic, and environmental factors which influence poverty and
unemployment;
– Knowledge of available State and Federal human service assistance programs and their
eligibility requirements;
– Knowledge of assessment principles and techniques;
– Ability to perform investigations with skill in interviewing and gathering of information;
– Ability to compute complex equations using addition, subtraction, division, multiplication, and
percentages;
– Ability to conduct interviews/assessments and summarize and interpret findings;
– Ability to apply analytical thinking and deductive reasoning to arrive at reasonable judgments;
– Ability to interpret and apply regulations, policies and procedures in specific cases;
– Ability to communicate effectively orally and in writing;
– Ability to maintain positive, effective relationships with diverse populations; and
– Ability to establish and maintain positive, effective relationships with diverse populations and
coworkers.
Minimum Education and Experience
Graduation from high school or GED and two years of experience as an Income Maintenance Caseworker or closely related experience.

A higher education level may be considered as a substitution for all or part of the experience requirement.

Valid driver’s license required.

Preferred Experience: At least two years experience as an Income Maintenance Caseworker with knowledge of multiple programs, including Food and Nutrition Services, Medicaid and Child Care.
Essential Duties and Responsibilities
Essential duties and responsibilities include but are not limited to:

– Independently researching cases and deciding on a course of action;
– Making determinations regarding intention of alleged fraud;
– Establishing overpayments & pay plans and writing any necessary summaries;
– Monitoring repayment of funds by clients and revising or renegotiating payment plans as
necessary;
– Working with overpayments that require the recommendation of court or administrative
hearings;
– Receiving phone referrals and pursuing referrals received from unit supervisors and
caseworkers and;
– Answering questions as necessary.
