Description of Work
This position provides direct supervision to one(1) specialized programmatic administrative assistant, one(1) Lead Worker Investigator, and five (5) Special Investigation case managers who are responsible for investigating, establishing, negotiating repayment agreements, completing front-end fraud investigations, monitoring customer agreements, provide bi-annually program integrity, and training agency-wide in the following program areas: Children’s Health Insurance/Medicaid, NC Health Choice, Long Term Care Medicaid, Adult Private Living Medicaid, Food and Nutrition, Child Care Subsidy, Crisis Intervention, Low Income Energy Assistance Program. Case consultation with District Attorney, Agency Attorney, and Sheriff’s Office. Duties include review of cases in the aforementioned programs. Review Special Investigator’s case management to determine accuracy, policy compliance, customer verifications and Merchant violations. Monitor timeliness, case management, efficiency of work flow, policy regulations for all programs’ compliance. Position identify and implement Investigators’ training based on all program requirements. Audit cases to ensure quality and compliance. Provide agency training in program areas for teams who perform ongoing case management to assist in reducing programmatic fraudulent action by customers. This position is required by State Policy to second-party all Food and Nutrition claims. Coach and evaluate employee job performance. Maintain continuous evaluation of the Department’s Program Integrity. Maintains appropriate program implementation and compliance. Position requires the responsibility for fiscal management of program funding. Responsible for interviewing and selecting of employees with top talent skills. Position requires the ability to lead and motivate others. Evaluate and implement innovative, results-based results program outcomes and initiatives. Requires the ability to work effectively in a teamwork setting. Establish and maintain a cooperative and effective working relationship with team members, agency leaders, customers, and community professionals. Must be able to effectively lead an investigative team ensuring program integrity via state policy, internal policies and case management in the state NC FAST system. Applicants must possess and be able to demonstrate advance computer skills.
Minimum Education and Experience

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:Four years of experience in income maintenance program including one year of supervisory experience in an income maintenance or service program; or an equivalent combination of training and experience.

PREFERENCES: Applicants with supervisory experience in a public assistance program within a county department of social services; extensive front-line experience in a county department of social services in North Carolina.

Knowledge, Skills and Abilities: Thorough knowledge of all public assistance programs. Ability to evaluate a comprehensive public assistance service delivery. Position requires comprehensive knowledge of claims establishment procedures in all of the public assistance programs, which require exceptional knowledge of federal and state policies and procedures in the different program areas. This position must maintain knowledge of past policies and procedures based on state requirements as some claims can established six years or more from the date a program integrity referral is received. This means that policy may have changed several times during the overpayment period and the correct calculation of the amount of the claim will be based on the policy in effect during the duration of the overpayment. Considerable knowledge of human behavior, social systems, social problem areas, and their cause and impact. Excellent interviewing techniques in the office setting and on home visits. Considerable knowledge of federal and state social programs and their objectives. Thorough knowledge of legal and medical terminology. Basic theory and methods of work; intermediate level of research techniques and theories. Techniques and concepts of professional and personnel supervision and organization administration. Position requires skills in: relating in positive or appropriate relationships under adverse conditions; recognizing behavioral dysfunction of individuals or groups; recognizing community resources relevant to identifying needs; relating as a professional participating in an agency program; listening to others with understanding and purpose; eliciting information and in assembling relevant facts; creating professional helping relationships; engaging staff in efforts to resolve problems and gaining trust; discussing sensitive emotional subjects in a non-threatening, supportive manner; time management; oral communication; judgment and reasoning; computations; and creating innovative solutions to staff’s needs.

Employee performs functions of this position with considerable independence.

The employee uses all office equipment and demonstrates an advance level in technology. Position requires a valid N.C. driver’s license and access to dependable transportation. Exactness and accuracy are required competencies in this position
