Why does the job exist?
This position will be responsible for the Collaboration and Policy Development, with other stakeholders, to assure that infants and toddlers are addressed in policy and statutes (45%).
This position will develop policies and practices that support a coordinated referral system that meets the continuous service needs of families. They will prepare summary reports based on data collected regarding access to perinatal case management services to support expectant parents in improving maternal, child health, and the early childhood development of infants and toddlers (Report Development 20%).
They will meet with staff in the field to determine needs for technical assistance, support, and training (Data Gathering 25%).
This position will engage and regularly convene Doulas, midwifes, lactation specialists in PN-3 system, to identify and address barriers and needed support for maternal and child health; this can also include the creation of surveys or other information gathering processes.
This position will work on other duties as assigned, related to the grants that the agency receives (10%).
How does it get done?
The Infant and Toddler Policy Specialist will work with the Policy, Research, and Quality Initiatives Division (PRQI) to establish policies that implement the Governor’s prenatal to three (PN-3) agenda by improving focus on multi-generational trauma responsive approaches in the PN-3 system. They will develop research-based policies and practices that support the PN-3 field of programs and PRQI services.
The Infant and Toddler Policy Specialist positions will improve focus on multi-generational trauma responsive approaches within the PN-3 system by supporting families, infants and toddlers across programs and services, including healthcare, child development, and well-being.
The Infant and Toddler Policy Specialist will develop additional access to perinatal case management services to support expectant parents to improve maternal, child health, and the early childhood development of infants and toddlers. This position’s responsibilities include, but are not limited to development of policy, working with other external entities, report development, creation, and execution of surveys to identify program needs, and other duties as assigned.

Ideal Candidate
The ideal candidate will have a bachelor’s degree and (3) years program administration or project management in areas related to the purpose of the position. The ideal candidate will have strong writing and editorial skills and will have experience working in public assistance program, quality improvement and performance management.
Minimum Qualification
Bachelor’s Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology and/or Family Studies/Services and four (4) years of any combination of experience including working with communities, working on health or social service related matters, social work/case management experience, behavioral health and/or health care. Employment Requirements
Must possess and maintain a valid Driver’s License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting: late hours and weekends work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Travel may be required. Incumbent will work under stress and frequent time constraints. Must have own mode of transportation. Incumbent may be required to furnish a personal vehicle for carrying out assignments.
