The Position
The Information Services Supervisor (ISS) in the IT Operations Division of the Information Systems Department (ISD) manages a group of highly technical people in support of backend compute infrastructure including servers, operating systems, virtualization, storage and backup systems. The ISS also serves as a project manager on planning large implementations, develops timelines and manages work processes, researches technical solutions and vendor management, procures and implements, develops long term strategic plan including cloud deployment, interacts with business and other groups to define business requirements and develop solutions, performs capacity planning and budget projection, manages team productivity, provides day to day operational support with high availability, and remediates security vulnerabilities.

Current environment consists of NetApp storage system, VMWare infrastructure, Linux and Solaris OS, CommVault enterprise backup and Oracle DBMS.

Duties include:
• Planning, organizing, coordinating, assigning, scheduling, directing, and reviewing staff, vendor, consultant, and contractor work.
• Directing overall planning and development of strategies to effectively architect, procure and implement large scale hardware and system software solutions.
• Establishing and enforcing standards for work products and work methods in assigned areas of responsibility.
• Documenting and evaluating staff performance against established standards and recommending corrective action and training as needed.
• Overseeing ISD staff coordination to ensure smooth implementation of cloud services, hardware, software, and system enhancements, and to minimize operational impact to clients; personally managing unusual or sensitive issues.
• Maintaining communication with project management and client department representatives to establish schedule and scope of projects, to advise on project status, and to ensure that any concerns are properly addressed.
• Investigating and recommending solutions to technical situations beyond the scope or skill of subordinate staff.
• Assisting division manager in long range planning to meet division goals and objectives and otherwise participating in department process improvement efforts.
• Preparing and presenting executive summaries of proposed new technical solutions to ISD managers; discussing and confirming relative priorities concerning requested systems improvements and enhancements with project managers and business units; recommending changes in priorities, sequencing of tasking, or technical approaches to achieving deliverables.
• Preparing specifications for contracted products and services. Evaluating contract bids and recommending awards. Preparing documents and contracts for board approval. Monitoring vendor performance and enforcing contract terms and conditions.

Knowledge of:
• Current industry-standard IT principles, processes, procedures, best practices and techniques.
• Processes, services, and related terminology applicable to common business systems or internal technical ISD support groups as found in a large-scale public water and wastewater utility.
• Documentation, testing, and implementation procedures for new hardware and system solutions.
• Supervising principles and technique, effective management of technical staff.

Ability to:
• Apply supervisory and management principles and technical knowledge related to the assigned work group to maximize service levels and successful project implementation.
• Plan, schedule, prioritize, and adjust resource loading to meet simultaneous projects and tasks.
• Evaluate individual staff and overall work unit performance.
• Communicate and consult with a wide variety of departmental representatives on a diverse set of business needs and priorities.
• Coach, mentor, and train assigned staff in customer service and information technology principles and techniques.
• Research and apply advances in information technology principles, practices, products, and services to provide solutions that meet organizational technology and business requirements.

The monthly salary ranges from $14,219, increasing to $14,930, $15,677, and $16,461 after 6, 18, and 30 months, respectively. EBMUD’s supervisor benefits include eligibility for annual merit-based bonus pay program and 7 days paid administrative leave.

Requirements
1. A bachelor’s degree*; and either

2a. As required by the position vacancy, one year of EBMUD experience as a Senior Software Engineer, Senior IT Engineer, Network Analyst III; or two years of EBMUD experience as a Network Analyst II; OR

2b. Four years of experience** in one or a combination of the following subject areas as required by the position vacancy such as: systems analysis, software development, and computer programming; database administration; systems programming; IT project management; cloud-based computing services; IT security; geographic information systems; personal computer hardware installation and repair; and/or software installation and customization in a network environment involving data communications. Additional demonstrated use and experience in specific programming languages or IT disciplines may be required depending on the assignment. At least one year of experience will have included some project lead responsibility.

3. Physical characteristics to perform the critical and important duties of the job.

4. Willingness to work overtime as needed.

*Additional years of experience (beyond the minimum requirement) may be substituted for the education on a year for year basis, only if the experience is at the level of the job for which the applicant is applying. (i.e., Four additional years of experience, at the level of the Information Services Supervisor classification, will be considered equivalent to a bachelor’s degree).

**A graduate level degree in a directly related field may be substituted for one year of experience, but not for the year of required project lead responsibility.

The Selection Process

Describe your professional experience in managing a technical team supporting mission critical compute infrastructure and IT operations. Include number of years managing infrastructure (specifically NetApp data storage, RedHat Linux, Oracle database with versions, VMWare with versions, CommVault enterprise backup), number of direct reports, nature of support (i.e., 24×7, business hours only). Include specific information about your leadership responsibilities in planning, scheduling, overseeing, monitoring, coordinating, and reviewing the work of your team to ensure availability. Include details regarding the systems supported along with number of users impacted. List a few of the supported systems and how you organized staff in managing mission critical systems, work processes and procedures you have developed, etc.

Describe the most challenging technical issue (production system failure) you and your team faced in supporting critical compute infrastructure in a production environment. Describe nature of system failure, how you coordinated your technical team to address the issue, process you followed for incident response, and recovery of the system. Provide details on length of outage, number of users impacted, impact to the business, and lessons learned.

Describe your experience developing a strategic plan and technology roadmap, how you went about preparing to implement a long-term plan, vendor involvement during planning, etc. Additionally, describe how you involved your staff in the process and describe the direction you received from your manager.
