This position serves as a Quality Assurance Engineer performing difficult and specialized professional work in the Quality Assurance & Monitoring Unit. In this role, you will review, monitor and recommend changes to required documentation of software development throughout the System Development Life Cycle (SDLC). In addition, you will serve as a lead worker assigning and reviewing work, providing guidance and training to assigned staff and advising immediate supervisor regarding staff work performance. Job Responsibilities
30% Under general direction, serves as a Quality Assurance Engineer performing difficult and specialized professional work in the Quality Assurance & Monitoring Unit for the Department of Innovation & Technology (DoIT):
- Reviews, monitors and recommends changes to required documentation of software development throughout the System Development Life Cycle (SDLC)
- Monitors production release methods to ensure compliance with department policies
- Prepares quality assurance reports and compliance statistics and provides to upper management
- Assists with establishing standards and Department polices to comply with State of Illinois (SOI) quality assurance standards and Information Technology Infrastructure Library (ITIL) which complement and reflect industry best practices
- Works with development staff to ensure compliance with established policies and guidelines
- Assists with internal/external audit events when directed
25% Serves as a designated lead worker:
- Assigns and reviews work
- Provides guidance and training to assigned staff
- Advises immediate supervisor regarding staff work performance
25% Provides quality assurance services for systems supported by the division:
- Prepares user and operational guidelines, operational manuals and system documentation
- Performs necessary system analysis and prepares project and system documents to authenticate current system operations and planned and necessary application changes
- Monitors the performance of the quality management system, producing data, and measuring quality operations against set standards and prepares reports for upper management
- Analyzes data to identify patterns and potential root cause issues through data analytics
- Performs tests and provides statistics using quality process control tools
10% Provides training and guidance of quality assurance standards to various units within the Division:
- Tracks participation and compliance of IT Staff throughout the division
- Researches repetitious issues using data analytics and analysis of failure points to determine root cause issues and recommends corrective action plan to management to mitigate and or resolve the issues
- Works outside of normal hours to meet deadlines
5% Keeps abreast of new developments in the Information Technology (IT) field:
- Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and maintain current on IT products, vendors, techniques and procedures
- Attends demonstrations and exhibitions related to assigned operations
- Travels when held off-site.
5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to four (4) years college with course work in computer science or directly related fields
- Requires one (1) year of professional experience in management information systems environment or in computer application development or related Information Technology field
Specialized Skills
- Requires one (1) year professional experience in quality assurance and/or testing
- Requires one (1) year professional experience with data processing operations, relational database management tools and reporting tools
- Requires one (1) year professional experience in SDLC and ITIL principles
Preferred Qualifications (In Order of Significance)
- One (1) year of professional experience in quality assurance and/or testing
- One (1) year of professional experience in data processing operations, relational database management tools and reporting tools
- One (1) year of professional experience in SDLC and ITIL principles
- One (1) year of experience serving as a lead worker to professional IT staff
- Extensive knowledge of MS Office Suite and MS Visio
- Ability to analyze data logically and exercise sound judgment in defining and evaluating problems of an operational or procedural nature
- Ability to coordinate the activities of work associates to achieve desired results
- Developed verbal and written communication skills to present information to others with clarity and precision
- Ability to gain and maintain effective working relationships with associates, vendors, clients and others
