Position Overview

The Division of Mental Health (DMH) is seeking to hire a position to serve as a Webmaster/Internet/Systems developer for the Systems Development Unit. This position provides central office staff with highly technical professional assistance in Internet development, web design and graphing, statistical analysis system (SAS) programming, database management, system evaluation/modification and maintenance; monitors computer- based data transfer and interfacing between the Department of Innovation and Technology (DoIT) and division central office information systems; and designs and conducts training of Internet systems and financial inquiry systems and related database applications. This position provides a great opportunity for a self-motivated individual who is focused on ensuring that the division receives IT and web services to facilitate mission focused activities in the most efficient, effective manner possible. The ideal candidate for this position will have excellent IT and web system capabilities, effective communication skills, and strong leadership skills.

Job Responsibilities

  1. Serves as central office Webmaster specialist for Intranet and Internet systems and pages, designing and creating Internet web pages using Department of Human Services (DHS) Content Editor, SAS, Java script and Net-based program languages.
  2. Creates a wide variety of specialists statistical reports, charts and graphs using SAS programming language.
  3. Creates and provides training on software packages for central office and network management staff for beginning and advanced applications of programs and techniques in analytic tools and Microsoft Access programming environment.
  4. Evaluates maintenance needs of highly complex computer equipment and performs technical repair, restoration, or replacement of equipment.
  5. In the absence of the supervisor, serves as liaison with MIS regarding all files access, host computer connections and other day-to-day activities.
  6. Attends a variety of meetings and seminars to remain current on Information Technology products, techniques, and procedures, etc.
  7. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to four years of college with course work in computer science or directly related fields.
  2. Requires one year of professional experience in a related Information Technology field.

Preferred Qualifications

  1. Two (2) years of professional experience developing procedures to recommend and implement programs and policies and revisions to improve information technology services for information systems of a public or private organization.
  2. Two (2) years of professional experience in the application of Internet/Intranet system development for a public or private organization.
  3. Two (2) years of professional experience working with computer software development and web system enhancements for a public or private organization including implementation and revisions to information systems.
  4. Two (2) years of professional experience providing technical and analytical services of information systems for a public or private organization.
  5. Two (2) years of professional experience in a Mental Health setting including knowledge of the federal reporting process and Medicaid reporting and billing.
  6. Two (2) years of professional experience utilizing Information Technology concepts and principles, the theories and functions of computer systems, and the principles and techniques of Information Technology documentation.
