This position performs difficult and specialized professional programming functions for supporting the Illinois State Police (DoIT/ISP). Designs and writes program specifications and code for complex distributed systems enhancements and new web application development. Performs technical and advisory tasks in the areas of design, construction, and maintenance of applications. Interviews and consults with users on distributed- and web-based data processing needs and technical studies. Maintains, analyzes, recommends, and enhances new procedures and techniques to improve the supported application systems.

Job Responsibilities

30% Under general direction, performs difficult and specialized professional work for the IL Department of Innovation & Technology/IL State Police:

  • Designs and writes program specifications and code for complex distributed systems enhancements and new web application development.
  • Utilizes various languages and technologies including, but not limited to: Object-oriented (OO) programming languages, .NET (framework and core), ASP.NET, C#.NET, MVC or MVVM patterns, entity framework, HTML 5, CSS, Bootstrap, JQuery/JavaScript, SQL Server, Access and SharePoint.
  • Writes and tests complex routines.
  • Revises and implements testing modules and applies appropriate analysis techniques.
  • Applies and evaluates various development tools to successfully perform assigned functions by performing program analysis, coding, testing and implementation.

30% Performs technical and advisory tasks in the areas of design, construction, and maintenance of applications:

  • Contacts agency users in the planning and designing of new distributed development.
  • Interprets application techniques to users and provides technical support to users and user groups.
  • Conducts feasibility studies for system conversions and enhancements.
  • Travels to off-site locations in the performance of duties.

15% Interviews and consults with users on distributed- and web-based data processing needs and technical studies.

  • Makes recommendations regarding changes and design of new applications.

5% Maintains, analyzes, recommends and enhances new procedures and techniques to improve the supported application systems:

  • Develops procedures in accordance with the Illinois Web Accessibility Standards.
  • Performs advisory functions in the development of distributed systems, coordinating design and maintenance.

5% Monitors systems environments, interfaces, data structures and other architectural aspects to ensure they are cohesive, effective, and responsive:

  • Serves on call and in rotation for call outs on system problems.
  • Monitors applications, answers questions, and responds to emergency requests when problems arise.
  • Serves as a resource and contact for users of the web systems, other technical staff, and the ISP help desk personnel.

5% Provides guidance and training to lower-level staff on the proper programming techniques, applications, documentation, standards and requirements.

5% Continues education in the information technology field:

  • Receives advanced training in distributed development.
  • Represents the project team by attending meetings, conferences, or continuing education.

5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
  2. Requires prior experience equivalent to one year of professional experience with Information Technology web related work or related Information Technology field.

Specialized Skills

  1. Requires one (1) year of professional experience with web application and distributed system development.
  2. Requires one (1) year of professional experience with Object-oriented (OO) programming languages.
  3. Requires one (1) year of professional experience with.NET (framework and core).
  4. Requires one (1) year of professional experience with C#.NET.
  5. Requires one (1) year of professional experience with SQL Server
  6. Requires one (1) year of professional experience with JQuery/JavaScript.
  7. Requires one (1) year of professional experience conducting feasibility studies for system conversions and enhancements.

Preferred Qualifications (In Order of Significance)

  1. One (1) year of professional experience with web application and distributed system development.
  2. One (1) year of professional experience with Object-oriented (OO) programming languages.
  3. One (1) year of professional experience with.NET (framework and core).
  4. One (1) year of professional experience with C#.NET.
  5. One (1) year of professional experience with JQuery/JavaScript.
  6. One (1) year of professional experience conducting feasibility studies for system conversions and enhancements.
  7. Ability to prepare testing plans, test scripts, and test data for new or modified applications.
  8. Ability to analyze data logically and exercise sound judgment in defining and evaluating problems of an operational or procedural nature.
  9. Ability to gain and maintain effective working relationships with agency officials, associates, vendors, clients and others.
  10. Developed oral and written communications skills to present technical information to others with clarity and precision.
  11. Demonstrated organizational skills to manage multiple competing priorities.

Conditions of Employment

  4. Requires ability to work outside of normal business hours to meet deadlines.
