The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates with the opportunity to work in a dynamic, creative thinking, problem solving environment. This position serves as a Systems Architect for DoIT/DOI performing diagnosis and coordinating to resolve complex LAN and telecommunication problems. In this role you will operate, maintain and troubleshoot personal computer and LAN hardware assigned to the Springfield office. In addition you will engages with staff and development team on internal administrative tools including inventory, ticketing, telecom, and archiving and record keeping. Job Responsibilities

30 % Under administrative direction, serves as the Systems Architect for the Department of Innovation & Technology (DoIT) supporting the Department of Insurance (DOI):

  • Performs diagnosis and coordinates to resolve complex Local Area Network (LAN) andtelecommunication problems.
  • Operates, maintains, and troubleshoots personal computer and LAN hardware assigned to the Springfield office. Resolves assigned problems and reports more complex problems to the appropriate DOI or DoIT staff.
  • Coordinates control of Information Technology (IT) inventory and permissions related to Office 365/AD for DOI.
  • Coordinates solutions to any problems through personal knowledge and experience and through communication with Springfield IT staff, DoIT IT staff, and any other available resources.
  • Plans and coordinates IT equipment moves in the Springfield office.
  • Confers with vendors for advanced software and hardware problems.
  • Provides technical advice to staff in the Springfield office and field staff on a wide range of IT related subjects.

30% Oversees the maintenance of administrative tools and ensures proper policies and procedures are followed within the systems:

  • Engages with staff and development team on internal administrative tools including inventory, ticketing, telecom, and archiving and record keeping
  • Provides training to appropriate staff

20% Reviews existing systems to evaluate the advantages of new hardware technology implementation:

  • Coordinates the activities of other IT professionals supporting the Springfield office and field staff.
  • Provides expertise, guidance, training, and direction to lower-level IT staff.
  • Reviews results and evaluates potential improvements to procedures.
  • Assists the supervisor in the control and projected use of resources
  • Makes day-to-day decisions on unit assignments
  • Submits status reports to supervisor.
  • Assists IT and DOI staff with Agency Technology Service Requestor (ATSR) related functions including onboarding, offboarding, and complex change requests.

10% Keeps abreast of new developments in the Information Technology (IT) field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on IT products, vendors, techniques, and procedures
  • Attends demonstrations and exhibitions related to assigned operations.

5% Monitors trouble tickets to ensure acceptable service levels for providing break/fix services to agencies within listed time frames are being met:

  • Escalates time sensitive trouble calls to senior staff and/or appropriate vendor for faster resolution time.

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to four (4) years college with course work in computer science or directly related fields.
  2. Requires three (3) years of professional experience in Systems Integration or a related Information Technology field.

Specialized Skils

  1. Requires three (3) years of professional experience supporting end user hardware, software and application systems including using troubleshooting tools and procedures.
  2. Requires three (3) years of professional experience with networking integration.
  3. Requires two (2) years of professional experience supporting archiving, retention, and document management software and hardware integrations such as Laserfiche, NextScan Nexstar, Kodak, and Xerox scanners.
  4. Requires two (2) years of professional experience adapting complex processing to different system and program requirements.

Preferred Qualifications (In Order of Significance)

  1. Three (3) years of professional experience supporting end user hardware, software and application systems including using troubleshooting tools and procedures.
  2. Three (3) years of professional experience with networking integration.
  3. Two (2) years of professional experience supporting archiving, retention, and document management software and hardware Integrations such as Laserfiche, NextScan Nexstar, Kodak, and Xerox scanners.
  4. Two (2) years of professional experience adapting complex processing to different system and program requirements.
  5. One (1) year professional experience managing and integrating scanners and archival/retention software.
  6. One (1) year professional experience with Microsoft Windows and Microsoft Office client software products.
  7. Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
  8. Ability to coordinate activities within ticketing systems and among associates to ensure effective work coordination and achieve desired results.
  9. Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
  10. Developed verbal and written communication skills to present technical information to others with clarity and precision.

  7. Requires ability to lift and carry objects weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
