The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates with the opportunity to work in a dynamic, creative thinking, problem solving environment. This position serves as a a Systems & Security Specialist performing complex professional and advisory functions in systems/security services. In this role you will plan, implement and facilitate technical activities and functions between complex systems programs, computerized processing systems, libraries and security software. In addition, you will provide consultative services to personnel in resolving technical application problems and train agency staff on systems and security topics. Job Responsibilities
40% Under administrative direction, serves as a Systems & Security Specialist performing complex professional and advisory functions in systems/security services for the Department of Innovation & Technology (DoIT) supporting the Department of Employment Security (DES):
- Plans, implements and facilitates technical activities and functions between complex systems programs, computerized processing systems, libraries and security software
- Conducts large complex computer software implementation duties relative to the interface functions between application programs and the data processing hardware
- Participates as a member of tam conducting large complex computer software implementation duties on large-scale computer systems
- Determines the most expeditious and effective methods of establishing or revising internal programs of large complex systems to achieve maximum operating efficiency
- Prepares comprehensive documentation of systems innovations
- Utilizes COBOL, MVS, JCL, Easytrieve Plus and Panvalet in performance of duties
30% Provides consultative services to personnel in resolving technical application problems:
- Identifies and analyzes problems and issues
- Develops solutions and implements or delegates implementation of the solution based on the complexity of solution
- Provides software development program consultative services to agency users utilizing in-depth studies involving substantial technical research and system analysis
- Provides technical assistance and in-house training to personnel.
15% Assists in the administration of mainframe and physical access control security:
- Develops complex technical procedures required for the mainframe security environment using the IBM RACF security system controlling access to DoIT/DES mainframe data for all DES employees and other users
- Develops productivity tools to assists staff in application development activities
- Develops and performs processing tasks required for the maintenance of the physical door badge security system using computer software
10% Keeps abreast of new developments in the areas of systems and security:
- Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and maintain current on products, vendors, techniques and procedures
- Attends demonstrations and exhibitions related to assigned operations
5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields
2. Requires three (3) years of professional experience in systems support or directly related Information Technology field.
Preferred Qualifications (In Order of Significance)
1. Three (3) years of professional experience in technical programming for software systems
2. Three (3) years of professional experience in IT security function, analysis, control and implementation
3. Three (3) years of professional experience in managing RACF security or similar security system
4. One (1) of experience in the use and application of computer programming languages including COBOL, MVS, JCL, Easytrieve Plus and Panvalet
5. One (1) year of professional experience in the analysis, design implementation and control of management information and data communication systems
6. Extensive knowledge of the principles of computer programming, user documentation and vendor computer software packages
7. Working knowledge with the system management of IBM’s DB2 database management system
8. Working knowledge of the maintenance of a physical access control system
9. Demonstrated ability to provide training to staff in mainframe technical skills
10. Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature
11. Ability to gain and maintain effective working relationships with associates, vendors, clients and others
12. Developed verbal and written communication skills to present technical information to others with clarity and precision

6. Requires the ability to lift and carry objects or equipment weighing up to twenty (20) pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
