Position Overview
Under administrative direction, performs complex professional and advisory functions in the Application Development Eligibility Support Unit within Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP) and Medical Eligibility Systems. Develops and maintains complex application assignments which support critical systems. Develops and recommends techniques, formulates concepts and procedures, and devises solutions to unique issues that will achieve administrative and operational objectives. Independently performs the most complex program coding, testing and implementation for highly technical systems development. Serves as an Eligibility Support Unit project leader. Provides guidance and training to lower-level professional staff. Travels in performance of duties.
Job Responsibilities
- Performs professional and advisory functions in the Application Development Eligibility Support Unit within Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP) and Medical Eligibility Systems.
- Serves as an Eligibility Support Unit project leader.
- Independently performs the more complex program coding, testing and implementation for highly technical systems development.
- Confers with user staff regarding requirements for SNAP, Cash, and Medical Eligibility Systems.
- Attends additional formal and informal training, continues education to enhance knowledge and technical computer skills.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in a related Information Technology field.
Specialized Skills:
Of the three (3) years of professional experience, requires three (3) years of experience with Object Oriented design of N-Tier systems development using IMB, WebSphere, iText, iBATIS, XML, Java Servlets, Java ServerPages (JSP), Enterprise JavaBeans (EJBs). Requires extensive knowledge with Corticon Rules Engine standards, IMB AIX DB2, Rational Clearcase/Clearquest, Rational Application Developer and Elixir software.
Preferred Qualifications
- Three (3) years of experience with Object Oriented design of N-Tier systems development using IMB, WebSphere, iText, iBATIS, XML, Java Servlets, Java ServerPages (JSP), Enterprise JavaBeans (EJBs).
- Extensive knowledge with Corticon Rules Engine standards, IMB AIX DB2, Rational Clearcase/Clearquest, Rational Application Developer and Elixir software.
- Working knowledge of Family and Community Services Systems including TANF, SNAP and Medical Eligibility Systems or similar systems.
- Ability to effectively communicate with various State/Federal Program and Management personnel regarding the development analysis, finds, and recommendations.
- Ability to analyze and diagnose system issues and coordinate efforts to resolve.
- Ability to maintain satisfactory working relationships with others.
Conditions of Employment
