Position Overview

Performs complex and advisory functions of Illinois Commerce Commission (ICC) end user systems. Serves as lead specialist for ICC Information Technology (IT) support. Provides hardware and software training, instruction and assistance to agency users and other ICC IT staff. Attends meetings, training sessions, seminars, and conferences to maintain current on products, vendors, executives and other IT professions and to understand the latest technologies and recommend ways to implement them.

Job Responsibilities

1.40% Performs Complex and advisory functions of Illinois Commerce Commission (ICC) end user systems.
• Develops, analyzes, interprets, evaluates, modifies, and resolves end user system problems.
• Conducts and coordinates cost-effective solutions to end user requirements.
• Responds to end user system malfunctions and problems.
• Researches new developments for sophisticated operating systems to help evolve existing technology to the next generation.

2. 30% Serves as lead specialist for ICC Information Technology (IT) support
• Ensures systems are operating to the satisfaction of the end user.
• Researches problems involving software, end user hardware, network systems errors, and network hardware.
• Evaluates existing hardware and software to make recommendations for use and purchase and its impact on configuration and purchase.
• Coordinates with ADA (Americans with Disabilities Act) compliance requests, tests, and deploys hardware.

3. 15% Provides hardware and software training, instruction and assistance to agency users and other ICC IT staff.
• Provides high level technical advice and consultation to agency management and system users.
• Serves as lead specialist to coordinate technical assistance with Department of Innovation & Technology (DoIT)
• Meets with users to determine layout and specifications to design, develop, and modify network communications, including various LAN components.
• Ability to lift up to 30 pounds

4. 10% Attends meetings, training sessions, seminars, and conferences to maintain current on products, vendors, executives and other IT professions and to understand the latest technologies and recommend ways to implement them.
• Participates in continuing education programs to maintain and learn new technology skills.
• Continues education in the Information Technology field
• Travels in the performance of duties

5. 5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Requirements

1. Requires knowledge, skill and mental development equivalent to four years of college with course work in computer science or directly related fields; supplemented by three years of professional experience in a related Information Technology field.

Specialized Skills

1. Requires three (3) years of experience analyzing, evaluating, and resolving end user system problems on Windows devices.
2. Requires three (3) years of experience researching and problem involving Microsoft Windows, Microsoft Office Products, end user hardware, and network.

Preferred Qualifications

1. Extensive Knowledge of IT concepts and principles, the theories and functions of computer systems and the principles, techniques of IT documentation.
2. Extensive knowledge of hardware and software, languages, and procedures to provide technical and analytical services.
3. Ability to analyze data logically and exercise sound judgement in defining, evaluating, and solving difficult administrative, organizational, technical, or operational problems where solutions may be precedent establishing or research nature.
