Job Responsibilities

20% Under general direction, serves as an Infrastructure Category Manager for the Department of Innovation & Technology (DoIT) Vendor Management Office (VMO):

  • Organizes, plans, executes, processes, controls, and evaluates procurement activities and executes procurement processes for assigned procurements within DoIT, including development of bid specifications, bid openings and awards, creation of contracts, solicitation postings, and other procurement documentation.
  • Provides advice, guidance and direction to DoIT staff, and consolidated and managed agencies for procurements related to the category within the assigned portfolio.
  • Provides advice and counsel on steps and actions needed to receive necessary procurement approvals.
  • Reviews all procurement bids, specifications, and documentation to ensure procurement documents are complete and in compliance with procurement guidelines.
  • Processes, reviews and initiates all types of competitive and non-competitive procurement methods.
  • Assists other VMO procurement staff in the Applications & Security Portfolio in the processing of their assigned transactions as directed by the Portfolio Manager.
  • Serves as a project manager for assigned large DoIT and statewide IT Infrastructure procurements.
  • Develops, monitors and reports on detailed project plans for all assigned large procurement related activities.
  • Utilizes competitive procurement principles, such as Invitation for Bids (IFB), Request for Proposals (RFP), Request for Quotes (RFQ) or Request for Information (RFI) in the planning, development, negotiation, and implementation of strategic sourcing contracts with new suppliers.
  • Engages with Business Enterprise Program (BEP) contractors and subcontractors and supports the goals of the BEP program and the Fair Contracting Task Force per Executive Order 2018-07

20% Develops, tracks, and maintains data on DoIT contracts within electronic procurement system, and other systems as directed by the Portfolio Manager:

  • Assists in the coordination of tracking procurement activity to ensure DoIT management is apprised of progress of assigned procurement activities.
  • Assists Portfolio Manager with preparing reports for Chief Procurement Office-General Services (CPO-GS), legislative reports, audit responses, protest responses, and Freedom of Information Act (FOIA) requests.
  • Develops complex reports on DoIT procurement activities to ensure DoIT management and employees involved in procurement are aware of the status of individual procurements.
  • Responds to requests from DoIT management for system-generated information on procurement activity.
  • Analyzes data and reports to DoIT management on efficiency of overall procurement process and makes recommendations based on the data to improve processes.
  • Identifies methods to effectively and efficiently improve DoIT process.
  • Implements improvements upon approval.

20% Participates in planning sessions, workgroups and studies on various IT infrastructure projects:

  • Serves as subject matter expert (SME) in the electronic procurement system.
  • Utilizes special knowledge, expertise and/or training to serve as resource to DoIT for specific, complex infrastructure issues.
  • Performs highly focused market research, industry trend analysis and best practices related to the Portfolio of key interest to the State.
  • Incorporates research into procurement actions and disseminates to other agency staff.
  • Participates in multi-agency teams to pursue projects of statewide significance resulting from research.
  • Assists in the development of Department procurement project plans.
  • Travels to attend meetings and conferences.

15% Serves as a primary point of contact and knowledge manager for DoIT IT Infrastructure goods and services procurements, related issues and communications:

  • Serves as a procurement SME on procurement rules, laws, and processes.
  • Develops and maintains DoIT procurement procedures manual.
  • Monitors compliance with all procurement policies and procedures within the guidelines of the Procurement Code, Administrative Rules, and Executive Ethics Commission (EEC) policies.
  • Provides interpretation to DoIT managers and staff on procurement rules.
  • Communicates policy and procedure changes to DoIT staff.
  • Participates as a team member to pursue development of strategies implementing large, complex technology programs.
  • Develops and monitors detailed plans for the management of assigned contracts.
  • Reports on progress to management.

10% Serves as liaison with DoIT Legal, EEC, DoIT end-users and vendors for specific, complex IT Infrastructure procurement issues:

  • Analyzes procurement issues and coordinates with DoIT management to ensure DoIT technology procurement documentation and criteria are complete and accurate, and processed in an efficient and timely manner.
  • Communicates with DoIT management and others regarding requirements and deadlines necessary for successful completion.
  • Communicates with DoIT Legal on assigned contract management issues to obtain final approval.
  • Works outside of normal business hours to meet deadlines or address critical issues, as necessary.

5% Compiles, maintains, and develops procurement related training curricula, materials, strategies and programs for the Unit:

  • Conducts workshops, and one-on-one training for all staff, as required, to ensure new and current DoIT staff are properly trained regarding best practices, rules, policies and procedures.

5% Keeps abreast of new developments in the Information Technology (IT) field:

  • Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and maintain current on IT products, vendors, techniques and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.
  • Travels when held off-site.

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years college, preferably with courses in business or public administration.
  2. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a business or public organization.

Specialized Skills (In Order of Significance)

  1. Requires three (3) years of professional experience using an electronic procurement system.
  2. Requires three (3) years of professional experience using competitive procurement principles, such as IFB’s, RFP’s, RFQ’s or RFI’s in the planning, development, negotiation, and implementation of strategic sourcing contracts with new suppliers.

Preferred Qualifications (In Order of Significance)

  1. Three (3) years of professional experience using an electronic procurement system.
  2. Three (3) years of professional experience using competitive procurement principles, such as IFB’s, RFP’s, RFQ’s or RFI’s in the planning, development, negotiation, and implementation of strategic sourcing contracts with new suppliers.
  3. One (1) year of professional experience as an IT category manager.
  4. One (1) year of professional experience working in the information technology infrastructure.
  5. One (1) year of professional experience managing vendor relationships.
  6. Ability to exercise judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
  7. Ability to coordinate the activities of subordinate staff to achieve desired results.
  8. Ability to analyze procurement related issues and communicate issues with management.
  9. Ability to develop and maintain cooperative working relationships.
  10. Developed verbal and written communication skills to present information to others with clarity and precision.
  11. Master’s Degree in Operations Management, Master’s Degree in Business Administration (MBA), Master’s Degree in Public Administration (MPA) or related advanced degree in business, operations, finance, law, or economics.
  12. Certification with Institute of Supply Management (ISM), Association for Supply Chain Management (ASCM), or Universal Public Procurement Certification Council (UPPCC) as a Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO).
