The City of Gig Harbor is seeking an Infrastructure Systems Engineer to support the day-to-day operations by providing direct support to City employees, elected officials, and all of the City’s ITS functionality. The ideal candidate will take initiative to start and complete projects on their own, be a self-starter/motivator, and team player. This position requires high attention to detail, accuracy, promptness and the ability to prioritize multiple duties in a variety of areas. They will need to have advanced experience analyzing and resolving complex ITS issues. The ideal candidate will have excellent communication and customer service skills, and have the ability to successfully work in teams with a collaborative style. We are looking for an individual who models the way, a team player focused on serving others, accustomed to follow-through, following up and helping others reach the goals of the City and the Information Technology Services division.
Summary
Under the direction of the Information Technology Services Manager, the Infrastructure Systems Engineer will manage the agencies server farms and all of the software and systems therein and provide highly complex technical support and user consultation. This position is responsible for a broad range of Information Technology computer systems analysis and testing, systems engineering, and designing or modifying computer programs related to operating systems. The position installs, configures and repairs computers, network related hardware and software, troubleshoots and resolves problems and maintains telephony, mobile device, network, computer systems, and desktops equipment.
The incumbent regularly interacts with and establishes relationships with the public, City officials, City employees, contractors, and other government agencies.
Work is performed with limited supervision and the employee has independence and latitude for exercising sound judgment and high-level initiative, and confidentiality within the scope of oral and written instructions and established City of Gig Harbor guidelines, policies, procedures, practices, as well as applicable local, state and federal laws. The incumbent must also possess demonstrated skill in collaboration, communication, public relations, diplomacy, balancing confidentiality and transparency, organization, risk assessment, decision-making, problem-solving, follow-through, and ability to identify and execute improvement opportunities.
Work is reviewed for quality, timeliness, and successful achievement of projects and duties in alignment with the job. Work is also reviewed for ability to establish and maintain effective working relationships and ability to work as a team member with City staff, elected officials, and the general public. This is a non-supervisory professional level position.
ESSENTIAL FUNCTIONS
Any of the following duties may be performed. These examples are representative and do not include all specific tasks an incumbent may be expected to perform.
Duties:
- Provides highly complex technical support to users; responds to and resolves issues and questions related to software and hardware malfunctions; repairs or arranges for repairs related to software and hardware malfunctions.
- Updates and integrates computers, workstations, communications equipment and peripherals.
- Perform ongoing hardware and software maintenance operations, installing and configuring software upgrades, enhancements and revisions; verifies functionality, compatibility and performance of computers and information systems.
- Directs and tests the installation of operating systems, network or application software, or computer or network hardware.
- Performs network troubleshooting to isolate and diagnose common hardware and software problems; corrects problems and follow up with users as necessary.
- Performs preventative equipment maintenance; design and conduct hardware or software tests; monitor system operation to detect potential problems.
- Manages all server and application patching, updates and upgrades in accordance with established procedures.
- Consults with users to determine and identify system data, hardware, software and system functionality, requirements, and specifications.
- Evaluates and tests existing systems to determine effectiveness and suggest changes to meet organizational requirements.
- Functions as a member of the Information Technology Services team and works closely with the ITS Manager, ITS staff, city staff and vendors to coordinate projects and systems integration in day-to-day activities.
- Assists the ITS Manager in long- and short-range planning relating to information technology policies, procedures, training, and new technology and solutions.
- Coordinates and performs ITS administration duties such as guiding development of the City’s needs for data and voice communications between departments, recommending, purchasing and installing of new or upgraded software and/or hardware, and training employees in technology related matters.
- Keeps current on advancing technology to maintain performance standards throughout the City and recommends changes to improve the operation of the City’s information technology functions.
- Supports city-wide information technology systems architecture and works on projects integrating new technologies into existing configuration as assign by the ITS Manager.
- Recommends and implements security policies and procedures to protect against intruders and viruses and guards the integrity of transactions and records to ensure the security of data; analyzes backup and recovery scenarios and maintains all backup processes to assure protection, confidentiality and retrieval.

- Maintains timely and regular attendance.
- Must be available off hours to oversee and troubleshoot the patching process as well as for other out of band support/maintenance activities.

Knowledge, Skills, and Abilities:
- Knowledge of the practical application of engineering science and technology; including applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
- Knowledge of circuit boards, processors, chips, electronic equipment, and computer hardware and software, including applications and programming.
- Knowledge of governmental agency operations, policies and procedures.
- Knowledge of Enterprise backup systems and disaster recovery/business continuity procedures.
- Knowledge of Enterprise Fiber Optics, iSCSI/NFS SAN’S and NAS systems.
- Knowledge of networking and security devices in a multi-site environment.
- Knowledge of virtualization and server hardware configurations.
- Knowledge of scripting (PowerShell, WMI, Python, Go, or VBScript).
- Knowledge of an Active Directory environment and group policy.
- Knowledge of Domain Name System records management.
- Knowledge of Office 365 environment and ability to use and troubleshoot all associated products.
- Knowledge of SQL Server and/or SharePoint. Knowledge of Mobile Device Management (MDM) systems.
- Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
- Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.
- Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
- Knowledge of transmission, broadcasting, switching, control, and operation of telecommunications systems.

Driving:
- Driving for this position would typically require less than 5 hours a workweek.

- Travel is required to visit other worksites within the City of Gig Harbor and attend meetings, trainings and/or conferences.
QUALIFICATIONS
Required Education & Experience:
- Two (2) year degree from an accredited college or university in computer science or closely related field; AND
- Four (4) years of full-time experience with systems or network administration and/or system engineering or closely related experience; OR
- An equivalent combination of education and experience may be considered.
Preferred Education & Experience:
- Understanding of the OSI Model.
- Experience working in a municipality including police and court departments.
- Experience with Mitel phone systems.
- Experience working for a government agency (state, county, city, junior taxing district, etc.) to include police and court departments.
ADDITIONAL INFORMATION
- This position is classified as eligible for overtime under the Fair Labor Standards Act (FLSA).
- This position is covered under a collective bargaining agreement with Teamsters 117.
- This position is considered essential and is required to work at the Civic Center.
- Valid Washington state driver’s license or the ability to obtain it within one (1) month of employment, and ability to remain covered by the City’s insurance provider.
- Work hours are typically Monday through Friday from 8:00 AM – 5:00 PM (one-hour lunch break).
- Must be able to adjust schedule to respond to emergencies outages and install/upgrades which may require evening and weekend work.
- Successfully pass criminal background check, which may include fingerprinting, and maintain the ability to pass a criminal background check.
