Position Summary

GENERAL SUMMARY: Inspects commercial, industrial, institutional and residential structures to determine structural soundness and compliance with specifications, building codes, and other regulations. Inspections may be general in nature or may be limited to a specific area, such as electrical systems, mechanical systems or plumbing. DISTINGUISHING FEATURES OF THE CLASS: Under general supervision of the Deputy Code Official, conduct inspections, review plans, prepare reports, issue permits, perform investigations, initiate enforcement actions; consult and collaborate with contractors, designers, neighborhood groups, the public, and other organizations to achieve and confirm compliance with the city’s adopted building, electrical, plumbing, mechanical, and zoning codes, along with other applicable state local and federal codes and documents such as the Americans with Disabilities Act (ADA) regulations.

Job Duties

  • Conduct field inspections.
  • Investigate and enforce city, state and federal construction regulations and violations.
  • Advise contractors and citizens on ordinances; and customers on codes and necessary corrections.
  • Interpret and applies applicable codes and ordinances.
  • Issue notices.
  • Counsel code violators.
  • Prepares case files; notices, reports and correspondence; and construction estimates.
  • Pursue legal remedies.
  • Initiate code enforcement actions.
  • Review and interpret plans and permit applications.
  • Maintain records of current activities.
  • Create and update permit tracking system.
  • Assist in staff training.
  • Testify in court on violation cases.
  • Consult with supervisor on procedures to be followed in cases that are not clearly covered by existing codes and regulations.
  • Staff meetings of the Building Code Advisory and Appeals Board.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Building and Construction – Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures; zoning regulations, codes policies and ordinances.
  • Customer and Personal Service – Knowledge of principles and processes for providing customer and personal services which includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Engineering and Technology – Knowledge of the practical application of engineering science and technology which includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
  • Design – Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
  • Public Safety and Security – Knowledge of relevant equipment, policies, code enforcement procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
  • Technology – Knowledge of personal computers, word-processing, data base and spreadsheet software.
  • Programming and Methods – Knowledge of Lead Hazards and Lead Remediation methods.
  • Critical Thinking and Complex Problem Solving – Noticing a problem, thinking about the pros and cons; and figuring out the best way to solve it.
  • Inductive and Deductive Reasoning – Making general rules or coming up with answers from lots of detailed information; and using rules to solve problems.
  • Equity and Fair Housing Administration and Leadership – Ability to understand and promote equity and fair housing principles; be sensitive to others and their physical needs both internally and in the community; analyze processes and utilize continuous quality improvement techniques; make timely, responsible decisions; and provide administrative leadership.

Qualifications

REQUIRED QUALIFICATIONS:

  • Graduation from High School or GED; and
  • Five years documented journeyperson-level experience in plumbing or mechanical trades; or
  • Two (2) years documented experience as a municipal building inspector; or
  • Graduation from an accredited college or university with an Associate’s degree or greater in Construction Management, Construction Technology, or Building Technology;
  • An equivalent combination of education and experience as defined by the limits of (1), (2), and (3) above.
  • Current certification as a Residential & Commercial Mechanical Inspector issued by the International Code Council or ability to obtain required certifications within one (1) year of appointment.-or-
  • Current certification as a Residential & Commercial Plumbing Inspector issued by the International Code Council or ability to obtain required certifications within one (1) year of appointment.
  • Possession of a valid Iowa Driver’s License

PREFERRED QUALIFICATIONS:

  • Current Master level plumbing/mechanical license
  • Combination Inspector certification issued by the International Code Council or equivalent.

Supplemental Information

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within thirty (30) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment, but within two years of appointment.
