Purpose of the position:
This position is responsible for implementing and managing the Children’s Services Act (CSA) for Chesterfield County and the City of Colonial Heights. The candidate will provide department leadership and staff support to monitor, manage, and analyze state and local policy and procedures; analyze CSA budget, expenditures, and contracts; oversee fiscal monthly reports; and administrative support to the Community Policy and Management Team.
The position is responsible for overseeing the program budget, recruit, hire, train, supervise and evaluate staff for CSA operations; provide and monitor ongoing training to six local departments on state/local policies and regulations and local case management duties; participate in inter-departmental teams regarding youth services and programs; provide consultation to direct care staff from local departments on CSA eligibility; Design local policies to meet laws and policies related to CSA; recruit and train required community team members.
This position is responsible program oversight and compliance in developing individual service plans for eligible CSA service recipients; managing program compliance and reporting; developing and implementing department quality control and outcome indicators and reports; and designing and managing official records of CSA. This position works with external contracted service providers and is responsible for working closely with the County’s Attorney’s Office and Risk Management to develop, manage and monitor contracts with private vendors; manage fiscal and clinical aspects of provider services from initiation of contracts, enforcing state and local requirements, rate negotiation, and monitor monthly invoices and payment processes; monitoring contractual services through team training, site visits, records and case reviews, active state licensure status; and lead in resolving contract infractions and grievances.
HERE’S WHAT YOU NEED:
Master’s degree in Human Services or related field and two years of supervisory experience; or an equivalent combination of training and experience. Five years of progressive professional experience in human services field especially in children and family services area; clinical skills and program and policy management experience is preferred. Possession of a state clinical license (i.e. Licensed Professional Counselor, Licensed Clinical Social Worker, or Clinical Psychologist) is preferred. Extensive knowledge of federal, state, and local children’s programs. Position requires continual analysis and interpretation of state and local mandates for the program with the ability to plan develop and implement various interagency, intergovernmental projects. Candidate should demonstrate knowledge and skills in program and policy development, implementation, and interpretation. Candidate must have current knowledge of state regulations and laws pertaining to youth services (foster care, special education, mental health, and juvenile justice) and funding streams (Medicaid, Title IVE, adoption subsidy, etc.) directly related to the program. Candidate should demonstrate experience in program compliance, program audits, accountably practices, data collection, reporting, and analysis. Candidate should demonstrate knowledge and skills in quality improvement processes and practices. Candidate should demonstrate community and team building, facilitation, and processes such as strategic planning and consensus building. Excellent organizational skills, complex problem solving, oral and written communication skills; and customer service skills required.
Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre-employment drug testing, FBI criminal background check, and education/degree verification required.
