Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) “Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense,” dated October 15, 2021.

As an Interdisciplinary- Computer Engineer/Computer Scientist at the GS-0854/1550-13/14 some of your typical work assignments may include:

  • Provides technical expertise and direction to highly-technical support contractors performing requirements analysis, solutions development, and design for new/upgraded IT solutions for DTRA’s mission IT environments.
  • Supports a complex administrative program of IT systems and services necessary to achieve CWMD and C-IED mission objectives with DoD mandated cybersecurity rules, policies, procedures and configurations.
  • Responsible for day-to-day operation of MIT services as well as operation and maintenance of the Agency’s primary communications networks and systems to include global IT support to DTRA locations.
  • Identifies, recommends, and transitions appropriate IT services and capabilities to cloud providers or the Defense Information Systems Agency (DISA) for Common Use IT or related services.
  • Responsible for overseeing, guiding, and reviewing work for IT projects, programs, and initiatives with an emphasis on network & systems design, network/systems integration, and current and future IT architectures and plans.
  • Uses IT management skills and IT technical proficiency to ensure consolidated IT architectures and modernization plans (technical, budgetary/resource requirements, and risk management) are developed and updated for mission IT across the Agency, with external Agency customers/partners, and with the Department of Defense (DoD).

Qualifications

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0854/1550, series as listed below:

A. Computer Engineer (0854) series: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board’s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

A. Computer Scientist (1550) series: Degree: Bachelor’s degree in computer science or bachelor’s degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

AND

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:

  • Experience providing technical leadership of enterprise architecture/infrastructure development and IT system engineering integration projects; identifying, evaluating, selecting, and implementing new IT capabilities; designing and executing IT solutions that apply industry best practices to meet customer requirements, while adhering to applicable policies and regulations (e.g., information assurance).
  • Experience serving as senior IT Architect and subject matter expert (SME) responsible for providing expert analysis, guidance, and direction to defining, developing, and implementing IT networks, systems, services, and applications at all classification levels (to include Agile).
  • Experience providing IT technical representation in meetings with leadership, partner organizations, and/or project stakeholders.
  • Experience applying IT capabilities to programs and mission areas related to CWMD or CIT.

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

  • Experience providing technical leadership of software development and IT system integration projects; identifying, evaluating, selecting, and implementing new IT capabilities; designing and executing CWMD IT solutions that apply industry best practices to meet customer requirements, while adhering to applicable DoD policies and regulations (e.g., information assurance).
  • Experience designing, developing and integrating network/system/service/application capabilities/solutions to meet customer requirements.
  • Experience supporting leadership in technical discussions with lateral entities, partner organizations, and/or project stakeholders.
  • Experience working on IT programs related to Countering Weapons of Mass Destruction (CWMD) or Countering Improvised Threats (CIT).

This is an Information Assurance Management (IAM) Level III position as defined by the DoD Cyber Workforce Management Program (DoD 8570.01-m). This position requires at least 10 years of management experience and an Information Assurance baseline certification within 6 months.

This is an Acquisition Workforce position in the Engineering & Technical Management functional area. The incumbent will be required to become certified in the Practitioner tier within 4 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
