Duties
This is an interdisciplinary position serving as a Mining Engineer/Geologist in the Bureau of Land Management (BLM), New Mexico State Office, in the Farmington District Office. The primary purpose of this position is to provide professional mining engineering/geological expertise to the solid minerals program and to oversee the leasable solid minerals program for both Federal and Indian lands in the District.
- Serve as the subject matter expert for minerals issues involving planning efforts.
- Provide mineral, geologic, and engineering input into the preparation of Resource Management Plans on Federal/State lands
- Review permit applications, Notices and Plans of Operation for compliance with applicable laws and regulations to determine bond requirements.
- Devise methods for maximum economic recovery of mineral deposits, and for the protection of air, water, recreational, fish and wildlife resources.
- Prepare mineral reports to evaluate the mineral potential of Federal and acquired lands.
- Organize, coordinate, and frequently acts as the chairperson for meetings with various Governmental and Tribal agencies, the public, and private industry, concerning all aspects of the minerals program.
- Draft surface protection stipulations, standards, and frame recommendations for mitigating measures to reduce the adverse impacts of surface disturbing activities.

Since this is an Interdisciplinary position, you must meet the BASIC REQUIREMENT for at least ONE series AND meet the ADDITIONAL QUALIFICATION REQUIREMENT in order to qualify for this position.
BASIC REQUIREMENTS
For the Mining Engineer, GS-0880, you must possess one of the following:
A. Successfully completed a Bachelor’s degree (or higher) in engineering. The curriculum must be in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). (NOTE: You must provide a copy of your transcripts.)
OR
B. Successfully completed a bachelor’s degree (or higher) in engineering. The curriculum must have included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (NOTE: You must provide a copy of your transcripts.)
OR
C. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. -OR- achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) and are eligible for this position because it is within or closely related to the specialty field of your registration. (NOTE: You must provide a copy of your registration or licensure.)
OR
D. Have successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. (NOTE: You must provide proof of passing the examination/test.)
OR
E. Have successfully completed at least 60 semester hours of courses in the physical, mathematical and engineering sciences, and that included the courses specified in the basic requirements in statement B above. The courses were fully acceptable toward meeting the requirements of an engineering program in statements A or B above. (NOTE: You must provide a copy of your transcripts.)
OR
F. Have successfully completed a curriculum leading to a Bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, (examples of related curricula are not all-inclusive) in lieu of a Bachelor’s degree in engineering, AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. (NOTE: You must provide a copy of your transcripts and an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.)
For the Geologist, GS-1350, you must possess one of the following:
A. Have a successfully completed a bachelor’s or higher degree from an accredited college or university in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. (NOTE: You must provide a copy of your transcripts.)
OR
B. Have a combination of education and experience, that includes course work as shown in A above [20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography] PLUS, appropriate experience or additional education related to this position. The quality of the combination of education and experience must be comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in one of the fields stated in A above. This combination must be sufficient to demonstrate the knowledge, skills, and abilities required to perform the duties of a professional Geologist. ADDITIONAL QUALIFICATION REQUIREMENT FOR THE GRADE GS-12:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing mining engineering or geologist principles, methods, and techniques. This experience included: (1) researching, interpreting and applying mining engineering and related geologic sciences related to the permitting, extraction and use of solid mineral resources; (2) participating in solid minerals operations (i.e., exploration, development, production, abandonment, reclamation etc.) to include the technical safety and environmental impact; (3) applying Federal energy and minerals policy, procedures and laws; (4) coordinating assigned permit/lease actions with applicable surface management and regulatory agencies on public domain lands, and private surface lands.

Basic Requirements Education:
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school’s definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Physical Demands:
The work includes both office and field conditions. Office work involves long periods of intense concentration on technical details. Most field work requires a certain amount of physical stamina and is often under a variety of arduous conditions, including travel by 4-wheel drive vehicle or on foot over rugged, slippery, and/or hazardous terrain, exposure to extreme temperature and weather conditions, as well as topographic extremes.
The incumbent may be required to perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such equipment and samples.
Working Conditions:
The incumbent works in a typical office setting and must tolerate an average amount of conversation, telephone and other similar office distractions and background noise resulting from the “cubicle/open space” arrangements. Field conditions include the full range of topographic conditions, ranging from rolling hills to a steep mountainous terrain. Incumbent may be subjected to high/low ranging from 10? to over 100? in temperature, dust and high levels of noise and vibration.
The incumbent may be subjected to hostile wildlife, chemical and physical hazards in the field. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer. Wears appropriate safety gear when conducting inspection and field activities and maintains a safety conscious attitude and training when available. When completing work assignments that require operating a motorized vehicle, the incumbent must remain alert for safety hazards.
