Reclamation is seeking a recent graduate looking for an opportunity to capitalize on their expertise as a Project Manager. Make a difference in the West by assisting in meeting increasing water demands while protecting the environment.
Duty Location: Sacramento, CA or Willows, CA. Final determination of the duty station will be made by the selecting official.

Duties
-Uses prior project cost estimate guidelines to develop new cost estimates appropriate for the level of investigation.
-Monitors availability and proper application of funds, and coordinates funding on assigned projects.
-Assists in the preparation of various plans, service and cost sharing agreements, design and construction documents, and work requests to solicit, select and award basic contracts in support of specific projects and programs.
-Prepares and reviews Statements of Work, and monitors expenditures and advises senior project managers when amendments are needed and when replacement contracts are anticipated.
-Collects project execution data from senior project managers. Confirms the relevancy and develops and enters data into electronic databases for use in tracking project progress and estimating cost and production rates to be used in developing future projects.
-Assists in the organization, expansion, and utilization of the database to achieve programmatic goals. Prepares reports generated from databases.
This is an interdisciplinary position and may be filled in any of the following series: GS-0101, GS-0401, GS-0807, GS-0810, or GS-1301 depending on the qualifications of the selected candidate.

To qualify for this position, applicants must:

Basic Education Requirement: to be eligible for consideration, you must first meet the education requirement for this position:
Social Sciences Discipline, GS-0101
A. Degree in behavioral or social science; or related disciplines appropriate to the position. -OR- B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -OR- C. Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Biological Sciences Discipline, GS-0401
A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- B. Combination of education and experience with courses equivalent to a major (24 semester hours), as shown in A above, plus appropriate experience or additional education.
Landscape Architecture Discipline, GS-0807
A. Degree in landscape architecture or landscape design. -OR- B. Combination of education and experience for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
Civil Engineering Discipline, GS-0810
A. Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Bard for Engineering and technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (A) statics, dynamics; (b) strength of materials (stress-strain relationships);(c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience demonstrated by one of the following (see U.S. Office of Personnel Management qualifications standards operating manual here for specifics): (1) professional registration; (2) written test (EIT); (3) specified academic courses; (4) related curriculum.
Physical Science Discipline, GS-1301
A. Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- B. Combination of education and experience with courses equivalent a major, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:
To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience assisting in the management of projects focused on water resources civil engineering and construction projects; assisting in the development of project schedules, budget, and quality of environmental projects; or coordinating project team activities. You could otherwise qualify on the basis of Education having 1 year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, OR Superior Academic Achievement.
Superior Academic Achievement is based on: 1) class standing, 2) grade-point average, or 3) honor society membership. Specific requirements are: 1) Class Standing: Upper third of graduating class based on completed courses; 2a) Grade Point Average: 3.0 or higher as recorded on official transcript or as computed based on 4 years of education; 2b) based on courses completed during the final full 2 years of curriculum; -OR- 2c) 3.5 or higher based on average of courses completed in the specific major field of study; or 3) Honor Society Membership: Election to membership in a national scholastic honor society listed in the Association of College Honor Societies, Booklet of Information, and/or Baird’s Manual of American College Fraternities (membership in a freshman honor society cannot be used to meet the requirements of this provision).
To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience in water resources projects through planning, design and construction; and/or, applying project management concepts, methods and techniques in the development, coordination and execution of project management plans (PMP) for large water resources civil engineering projects. You could otherwise qualify on the basis of Education having two years of progressively higher level graduate education leading to a master’s degree OR a master’s or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University’s Registrar’s office and must be provided from the institution awarding the degree. This is a career development opportunity in the excepted service under the Bureau of Reclamation Recent Graduate Program. The program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. To be eligible, applicants must apply within two years of degree or certificate completion (except for veterans precluded from doing so due to their military service obligation, who have up to six years after degree completion to apply). Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. The program lasts for 1 year (unless the training requirements of the position warrant a longer and more structured training program).
After completion of the required training period, meeting all of the requirements of a specialized participant agreement, meeting all of the Office of Personnel Management qualification requirements for the position, and receiving a favorable recommendation from management, the individual selected for this position may be converted to a term, career, or career-conditional appointment in the competitive service. Conversion is neither promised nor guaranteed.
