Summary

This position is with the Applied Engineering Division within Technical Support. The incumbent serves as a supervisor and is responsible for providing technical assistance concerning proximity detection systems and mine emergency communication and tracking technologies. They participate in accident investigations and conducts analyses and evaluations of accident and injury data to identify solutions to reduce accidents and injuries.

This position is outside the bargaining unit.

Typical duties for this position include:

Responsible for planning and directing the development and establishment of advanced engineering concepts, theories, principles, and processes covering a broad scope of innovative design in mining equipment, components, and instruments. Coordinating various complex projects involving the application of new technology or concepts to equipment or products intended for use underground. These activities often require the acquisition of data and reports from many sources and the evaluation of work performed by other scientists and expert practitioners for applicability of use in achieving broad or sharply focused Mine Safety and Health Administration (MSHA) goals.

May serve as an expert witness in both civil and criminal litigation to provide engineering expertise and services to defend the agency’s position.

Develop and present seminars and training courses and makes formal presentations covering all aspects of division activities to a wide variety of audiences at all levels, including MSHA enforcement personnel, mining, and labor organizations, and representatives of other governmental agencies.

May serve as the acting division chief upon the division’s chief’s absence from the office.

Provide specialized support, direction, and policy interpretation in response to inquiries from officials from other MSHA offices at headquarters and in the field, mining companies, state mine inspection organizations, other Federal agencies, and mine worker organizations.

Work with high-level enforcement, mining industry, academia, state, and federal officials to address identified engineering and related problems, developing solutions as appropriate. Upon identifying a developing issue or trend, develops an agency position or strategy to reduce recurring safety problems.

Identify, distribute, and balance workload and tasks among employees according to expertise, availability, and established priorities or procedures.

Monitor progress of work, addressing issues and concerns to resolve problems, ensuring objectives are being met and progression of work is in line with established goals and deadlines, and advising on work methods, practices and procedures.

Review completed assignments, projects, and reports of branch members to ensure proper application of standards, regulations, policies, and procedures, and attainment of goals and objectives.

Address employee training needs, individual assets, and contributions, problems in mastering certain tasks or processes, cross-training opportunities, and team skills, participation, and activities.

Interview and select candidates for vacant positions. Develop and implement new or revised performance standards. Evaluate performance based on daily observation, approves promotions, awards, and disciplinary actions. Hearing and resolving formal and informal complaints from employees. Refer complaints not resolved at the local level to higher authorities. Effects disciplinary measures such as warnings, reprimands, and suspensions. Approve timecards and employee leave requests. Responsible for being knowledgeable about management’s role and responsibilities in labor management relations and being completely familiar with the terms in the NCFLL Collective Bargaining Agreement and using this knowledge to manage the workforce.

Evaluate and apply a wide range of qualitative and quantitative analytical methods to determine branch effectiveness, efficiency, and areas for improvement. Present findings/concerns to employees and supervises the branch in assessing its strengths and weaknesses.

Qualifications

You must meet the Time in Grade, Basic Requirement (for either occupational series) listed in the “Education Requirements” section and the “Specialized Experience” to qualify for Interdisciplinary Supervisory General Engineer/Supervisory Physical Scientist, as described below.

This is an interdisciplinary position; each occupational series (0801 General Engineer and 1301 Physical Science) has its own basic requirement. You only need to meet one of the two basic requirements listed below to meet the “Basic Requirement” for this position:

SPECIALIZED EXPERIENCE REQUIREMENT:

In addition to the basic qualification requirement, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position being filled and is non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability.

For this position, Specialized Experience is defined as experience that involves providing guidance and direction to others in the mining industry; as well as, development of audio, video and text material to educate and train workers in safety and health practices related to surface and underground equipment, operations, and mechanisms, mining methods, environmental conditions and hazards, ventilation, refuge alternatives, proximity detection and collision avoidance/awareness systems, respirators, communication and tracking systems, etc.

Examples of qualifying specialized experience for this position are (applicants must meet at least 4 of the below 7 bullets):

  • Experience applying concepts, principles, and practices of engineering or science, particularly as they apply to the test and evaluation of mining equipment, components, instrumentation, and products, and their use within underground mine environments to serve as a technical expert in the full range of planning, developing, evaluating, and recommending program and regulatory changes in the applicable fields of technical investigations or mine product approval;
  • Experience providing internal and external technical advice and assistance, and to address issues or actions related to the activities of the Division by utilizing the Federal Mine Safety and Health Act of 1977, MINER Act of 2006, Title 30, U.S. Code of Federal Regulations, Agency policies, objectives, missions, organizational structure, precedent-setting decisions, and administrative procedures relating to product approvals, as well as accident and field investigations to provide comprehensive technical guidance and instruction to team members, to address and resolve program operation issues, to solve complex technical problems;
  • Experience analyzing product designs and applying engineering or scientific principles and practices to make sound determinations and seasoned judgments to develop criteria, new or revised regulations, and standards for innovative and/or complex equipment designs;
  • Experience conducting accident investigations; providing technical assistance to MSHA Enforcement and Headquarters, state governments, other government agencies, and mining industry stakeholders; providing training; and administering approval programs;
  • Experience coordinating and/or preparing revisions and interpretations of instructions affecting technical investigations and handbooks; reviewing and analyzing technical, complex technical reports; developing summaries and briefing papers.
  • Experience identifying problems with regulatory or standards material having potentially serious consequences and the ability to conceive, plan and initiate new or known solutions in order to prevent serious safety hazards to miners and reduce the possibility of mine fires, explosions, or other emergencies; and,
  • Experience providing written material and oral expression to avoid misinterpretation when consulting with or presenting material to others and when representing MSHA at public hearings, and to clearly describe project assignments when directing team members.

Basic Requirement for the 1301 Occupational Series:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Basic Requirement for the 0801 Occupational Series:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board’s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
