This position is announced by the Federal Law Enforcement Training Centers on behalf of the Department of Homeland Security (DHS), DHS Headquarters Science & Technology Directorate.
These interdisciplinary positions can be filled as either of the following: Supervisory General Engineer, GS-0801-15 or Supervisory Physical Scientist, GS-1301-15.
You must be within the commuting area of the duty location to be considered. The work site is located in Egg Harbor Township, New Jersey.

Clarification from the agency
Only DHS Headquarters permanent career or career conditional employees within the competitive service are eligible to apply. Duties
This position is located within the Transportation Security Laboratory (TSL) within the Science & Technology Directorate of the Department of Homeland Security (DHS) in Atlantic City, New Jersey. The purpose of this position is to provide manager level oversight to direct a Branch consisting of a staff of professionals of different disciplines tasked to evaluate innovative contraband detection technologies in support of acquisition programs for security screeners and law enforcement agents. Typical assignments include:
– Leading delivery of time-critical, high integrity lab test and study data on advanced, custom threat detection equipment, and making conformity-certification recommendations to Department Operating Components in support of their acquisition and deployment decisions.
– Providing team, technical leadership, and providing highly specialized advice and guidance in Transportation Security Research, Development, Test and Evaluation programs to headquarters sponsors and customers.
– Supervising scientists, engineers and technician employees; identifying and explaining strategic objectives; defining and assigning work; defining employee and contract service work requirements and milestones; evaluating accomplishments; recommending employee recognition.
– Orally explaining and defending complex findings or positions to senior laboratory leadership, client and customer leadership, Congressional committees or their staffers, equipment or software manufacturers and/or academia.
– Carrying out Human Capital Management and Equal Employment Opportunity principles, rules, and regulations in a fair and equitable manner.

General Engineer applicants must meet the basic requirements of A or B below:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree in engineering; To be acceptable, the program must: (1) include at least one program accredited by Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;(b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics;(e) electrical fi elds and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional Registration or Licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board’s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified Academic CoursesSuccessful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related Curriculum Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Physical Scientist applicants must meet the basic requirements of A or B below:
A. Successful completion of a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of education and experience education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Your resume must demonstrate that you have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service, or equivalent experience in the private sector, which has given you the particular knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as (1) Performing threat detection performance test and evaluation services of transportation security equipment. (2) Advising senior officials on new transportation security equipment detection performance, emerging threats or operational issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: The work is mostly sedentary. Some work may require periods of walking, standing, or carrying light items such as instruments and other similar materials. However, some work may require opening, packing, carrying, lifting and shuttling large luggage and/or cargo commodities weighing up to 80 lbs and containing energetic and/or hazardous materials and the ability the egress quickly by running without assistance.
Work Environment: The work is performed in an office setting and laboratory which contains large quantities of energetic and/or hazardous materials as well as outdoor or unconditioned, warehouse storage areas. The latter two work areas may require routinely donning hearing, eye, hand and clothing protection equipment.
Re-employed annuitants’ annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings.
