This position is full-time, exempt, classified and covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.
Hours are 7:30 am – 3:30 pm; including some evening/weekend hours; 37.5 hours/week; overtime as required
Under the direction of the Director of the Allen County Department of Environmental Management (ACDEM), the Program Manager is responsible for developing, coordinating and managing ACDEM waste reduction, recycling, composting and special programs. This position also supervises assigned personnel.
ESSENTIAL FUNCTIONS:
- Develops, coordinates, implements and maintains programs and partnerships necessary for planning and achieving the waste reduction objectives of the Allen County Department of Environmental Management (ACDEM).
- Supervises, implements and oversees the Household Hazardous Waste facility and programs, including E-waste and waste tires, in compliance with applicable federal, state and local regulations.
- Supports the day-to-day Household Hazardous Waste operations while managing a number of processes, ensuring regulatory compliance, audit of services and recommendations for appropriate action to assure compliance and/or return to compliance.
- Writes and disseminates plans including, but not limited to, Standard Operating Procedures, ACDEM Health and Safety Plan and Allen County Continuity of Operation Plan.
- Creates and maintains evaluation processes to gauge the success and cost effectiveness of programs.
- Prepares business/non-profit material waste quotes and invoices and collects user fee funds in conjunction with applicable programs.
- Evaluates proposals and bids, negotiates terms and writes contracts and agreements, in cooperation with the County Attorney, and makes recommendations regarding the awarding of contracts.
- Provides direction, input and feedback to staff in their area of operations.
- Specializes in universal and hazardous waste collection and proper disposal, including manifesting, scheduling and invoicing small businesses and non-profit organizations.
- Researches, designs and initiates new environmentally related projects, programs and campaigns and maintains coordination and evaluation of each.
- Acts as Mercury Screening Official in monitoring air quality in events of mercury releases for Allen County and Indiana Department of Environmental Management (IDEM).
- Oversees and writes work proposals, agreements and contracts and acts as legislative advocate on household environmental issues, when appropriate.
- Manages contractual relationships with vendors and partners and performs onsite waste stream audits of contractors and/or vendors to ensure compliance.
- Stays up-to-date and current on industry regulations, safety and training while maintaining thorough knowledge of Department of Transportation (DOT) standards for shipping hazardous materials.
- Prepares and administers annual program budget, estimates financial needs and writes grant applications.
- Compiles letters, reports and bids relevant to department programs and manages network resources in assisting community waste reduction efforts.
- Supervises and performs the duties of the Sustainability Coordinator, HHW Coordinator, and Communications and Outreach Coordinator in their absence or vacant position.
- Supervises and directs operations and technical employees including, but not limited to, hiring recommendations and maintaining regular communication and meetings of department activities, projects and concerns.
- Participateds in professional development, maintains memberships and affiliation within the solid waste and hazardous industries. Develops and establishes industry contacts including, but not limited to IDEM, Environmental Protection Agency (EPA), Indiana Hazardous Waste Task Force and other related government agencies.
- Works in collaboration with other government entities, small businesses, and non-profit organizations in properly disposing of their hazardous waste and providing accurate accounting and issuing user fees accordingly.
- Cultivates relationships with towns, municipalities, business and non-profits that, in turn, promote and expand the waste reduction programs.
- Engages in public outreach by planning, implementing and presenting technical educational and promotional information to a wide range of audiences.
- Provides data and technical support for various reports and projects.
- Performs all other duties as assigned, including overtime as required.
Minimum Requirements and Working Conditions
REQUIREMENTS:
- Bachelor’s Degree in Business, Ecology, Public Policy and Environmental Affairs, or related area is preferred
- At least five years of experience with environmental policy, chemistry or related field
- Valid 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within ninety (90) days of hire date, and maintaining 8-hour HAZWOPER annual refresher certification
- Valid DOT – I.O.S.H.A. 1910-120 8-hour course within six (6) months of hire date
- Strong verbal and written communication skills and the ability to deliver presentations to national, state and local community groups
- Budgeting experience
- Knowledge and experience in and current with EPA, DOT, Resource Conservation and Recovery Act (RCRA) and OSHA requirements pertaining to hazardous, special and universal waste
- Experience preparing bids, contracts and agreements
- Strong computer skills and experience with Microsoft Office software, including Word and Excel
- Experience tracking data and evaluating programs
- Valid Driver’s License to operate County vehicles (car, pickup truck, box truck)
- Ability to operate forklift, pallet jack and other equipment necessary to perform job functions
WORKING CONDITIONS:
The Program Manager works in and out of an office setting with frequent sitting and the ability to move about freely. While at the HHW facility, the Program Manager works in an indoor and outdoor (but sheltered) environment requiring some walking and standing as well some lifting, up to fifty (50) pounds, unloading/loading material, bending, pushing/pulling loads, reaching overhead, monitoring of equipment, exposure to dangerous chemicals can occur. Frequent typing and attention to detail are to be expected.
