Pay Range
$198,630 – $255,060 Annually for the SEL.4 level
$238,380 – $306,096 Annually for the SEL.5 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We are looking for an Associate Program Leader for the East Asia Program within the International Assessments Program (IA) to lead a dynamic team developing and executing all-source intelligence work in support of intelligence missions related to foreign nuclear weapons programs. You will serve as a key member of the IA Program leadership team and will manage workforce needs, safety, security, technical quality, analytic standards, and project execution to enhance the Laboratory’s contributions to national security. In addition, you will conduct all-source intelligence analysis and substantively oversee East Asia analytic research as well as an interdisciplinary team of analysts and subject matter experts and lead collaboration with management teams across multiple directorates to coordinate and enhance the Laboratory’s contributions to national security on East Asia topics. This position is within the Global Security (GS) Principal Directorate’s Z Program. This position will be primarily funded through direct programmatic work.
In this role you will
- Serve as a member of the IA Program leadership team, influencing the development and implementation of institutional objectives and goals.
- Provide technical and analytic leadership for the management, planning, and support of the activities of the program to develop and provide subject matter expertise and analysis of foreign nuclear weapons programs, for multiple government sponsors, traveling as necessary.
- Identify and pursue program development opportunities work with IA Program Leader and IA Chief of Analysis, as well as leaders in Z and other Laboratory Programs and Directorates to identify and pursue collaborative projects.
- Formulate and execute short-term and strategic goals for the program, including setting the program’s research agenda and producing highly advanced, finished intelligence analysis, reports, and briefings.
- Provide project management oversight for the program’s portfolio of research and development projects, including project execution plans, resource allocation, timelines, deliverables, and costs.
- Assist in planning and directing activities for staffing of program projects; manage program budget, allocate resources, determine qualification standards, and attract, retain, recruit, and select staff with requisite expertise.
- Lead performance management and career development activities within program, including performance review, appraisal, ranking, and salary management. Develop, implement, and maintain a mentoring program for analysts in the program to support career development goals.
- Maintain and ensure appropriate quality standards of highly complex projects for all the program’s research and development activities including reviewing, coordinating, and approving deliverables, publications, and presentations.
- Maintain awareness of events in East Asia that impact national security and conduct and lead all-source intelligence analysis on relevant East Asia portfolios.
- Build, maintain, and enhance strong relationships with sponsors, customers, and stakeholders to ensure execution of projects and satisfaction of contractual commitments.

- Develop innovative concepts and provide expert leadership, technical vision, and strategic planning for both analytic and scientific research and development environments.
- Present project accomplishments and meet customer expectations, as well as identify new opportunities, goals, and application areas by leading the development of proposals interacting with senior program management.
- Develop and implement new innovative analytical capabilities within the program and apply them against an expanding portfolio. Influence strategic decisions made by senior management and external customers at the national level.
Qualifications
- Master’s Degree in physical science, nuclear physics, weapons design, engineering, political science or related discipline, or the equivalent combination of education and extensive related experience and demonstrated ability to champion, lead, and develop innovative cutting-edge principles, theories, and concepts.
- Subject matter expert knowledge of nuclear programs, enabling technologies for nuclear weapons production and development, and the relationships between these activities and U.S. policy objectives.
- Highly advanced knowledge of intelligence analysis of foreign nuclear weapons programs and nuclear proliferation with a demonstrated track record of intelligence community publications.
- Experience managing, leading, and supervising multidisciplinary projects and teams for external programmatic sponsors to meet deliverables.
- Ability to strategize and set programmatic goals to attain mission deliverables.
- Experience leading, motivating, and collaborating with other personnel effectively in achieving programmatic objectives.
- Expert knowledge of Intelligence Community (IC) needs and practices, including SCI security marking, intelligence oversight and compliance, and related security practices.
- Highly advanced experience working in a classified environment with highly complex, multi-agency security requirements and with both classified and unclassified subject matter and understanding of national security mission requirements and related issues.
- Subject matter expert in working with and/or for programs and projects for national security mission applications and understanding of national security mission requirements and related issues.
- Expert verbal and written communication skills necessary to effectively present, explain, and advise senior management and external sponsors and customers, including preparing and presenting proposals and reporting results.
Additional qualifications, at the SEL.5 Level
- Ph.D. in physical science, nuclear physics, weapons design, engineering, political science or related discipline, or the equivalent combination of education and extensive related experience and demonstrated ability to champion, lead, and develop innovative cutting-edge principles, theories, and concepts.
- Expert knowledge of intelligence analysis of nuclear threats in the East Asia portfolio. Extensive experience and demonstrated ability to lead, develop positions on, and perform assessments and analyses of nuclear threats.
- Extensive experience and demonstrated ability to lead, develop positions on, and perform assessments and analyses of nuclear threats. Demonstrated technical knowledge of issues that have impact beyond the Laboratory.
- Extensive leadership experience and demonstrated success supervising and developing personnel, planning resources, and executing technical or analytic deliverables while working with a diverse organization comprised of scientific, technical, analytical, and administrative workforce.

Security Clearance
