Description
San Mateo County Health is seeking a well-qualified individual for the position of IS Application Support Analyst III-Correctional Health Services – Limited Term.

The current vacancy is limited term in the Health IT Division located in San Mateo, CA, and will be dedicated to Correctional Health Services Division, located in Redwood City, CA; will travel/drive between San Mateo and Redwood City (Maguire Correctional Facility and Maple Street Corrections Center) to perform the duties of the job.

Primary duties will include, but are not limited to:

  • Performing complex and varied applications/system support, maintenance, and maintaining a risk/issue resolution process in order to escalate issues appropriately.
  • Serving as a technical leader and subject matter expert in specific area(s). Technical and non-technical business needs to troubleshoot complex interfaces/HL7 issues and other application configuration/set up needs.
  • Identifying end user system requirements and issues, evaluates possible solutions, and makes recommendations on the most appropriate action.
  • Coordinating with vendor(s) to develop technical and business plans for process improvement, installation, data validation, system build, testing, training, and other aspects of system implementation or on-going end-user support.
  • Organizing tasks, timelines and resources necessary to implement efforts and projects; ensuring that projects adhere to schedule and budget and maintain high quality and performance outcomes.
  • Participating on system implementations this may entail hardware and/or software installations, network setup, information security compliance, system configuration and user preference design, testing and training.
  • Evaluating and recommending upgrades and/or enhancements; and scheduling them accordingly following change management practices.
  • Working with end-users to develop reports and other data business needs.
  • Participating on a 24/7 on-call rotation to provide application support
  • Develop, administer and interpret IT policies, guidelines and procedures related to the required work assignment.
  • Understand and communicate information about complex systems to individuals with varying levels of expertise.
  • Report to IS Applications Support Supervisor in the Medical Center Health IT Division.

The ideal candidate will possess:

  • Graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and five (5) years of progressively responsible experience in Electronic Health Record (HER).
  • Knowledge of EHR and hospital devices including, but not limited to: Cerner, Soarian Clinical, eClinicalWorks, PulseCheck and clinical workflows with a clear understanding of complex data exchange, HL7 interfaces; Network & server infrastructure.
  • Experience in performing analysis of informational business requirements and IT needs; identify, evaluate and solve systems design and implement new or revised systems and procedures.
  • The ability to provide technical advice and consultation to ensure efficient computer system utilization.
  • Background in IT vendor contracts, SLAs, RFPs County process or other equivalent experience.
  • Health IT experience related to Correctional Health application settings and Clinical instruments including but not limited to: EKGs and Talysts Machines.
  • Experience in cross-functional project teams or other equivalent Health project experience
  • Ability to work with a high degree of independent judgment, tact, and initiative.
  • Ability to serve as technical lead for assigned projects and may be asked to train assigned staff.
  • Ability to solve problems or establish process redesign improvements requiring analysis of unique issues or problems without precedent and/or structure.
  • Ability to adjust and set priorities in order to meet deadlines.
  • Experience in establishing, maintaining, and fostering positive and effective working relationships with those contacted during work.
  • Excellent written and verbal communication skills.

This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.

Qualifications
Security Clearance: Positions in Correctional Health require that the applicant obtain and maintain a security clearance as a condition of employment.

Licenses and Certifications: Possession of, or ability to obtain, a valid California Driver’s License.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in applications analysis, design, and development.

Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Knowledge of:

  • Advanced principles and practices of computer systems management, analysis, design, and maintenance.

  • Data processing management and general administration practices and techniques.

  • Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Principles and procedures of record keeping.
  • Modern office practices, methods, and computer equipment and applications related to the work.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for providing a high level of customer service by effectively dealing with vendors and County staff.

Skill/Ability to:

  • Conduct complex research projects on a wide variety of software issues, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  • Coordinate and plan applications development, enhancement, and maintenance projects.

  • Prepare clear and concise program documentation, system and user procedures, reports of work performed, and other written materials.
  • Analyze and troubleshoot any software issues and use logic to solve the problem.

  • Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, rules, and regulations.
  • Operate modern office equipment including computer equipment and specialized software applications programs.
  • Establish and maintain a variety of filing, record keeping, and tracking systems.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Use English effectively to communicate in person, over the telephone, and in writing.

  4. Give an example from your experience of a challenging assignment supporting a complex system. Include why it was challenging, how you overcame it, and the outcome.
  5. Describe your level of interaction with healthcare staff. Include the types of staff (e.g. management, physician, nurse, therapist, billing) and how you gathered information to understand and support their IT needs.
