Why does the job exist?
The New Mexico Department of Public Safety (DPS) Information Technology Division (ITD) is looking for a mission-oriented individual as the IT Application Developer I. This position is member of Application Bureau/Application Development Section and reports directly to the Application Development Supervisor. ITD is dedicated to the agency’s mission of keeping New Mexico1s
public and Jaw enforcement officers safe. This mission is a huge responsibility, but also a source of significant pride and job satisfaction. ITD enjoys a close working relationship with the New Mexico State Police (NMSP), Administrative Services Division, Law Enforcement Records Bureau, Law Enforcement Academy, Forensic Laboratory and DPS Leadership.

The projects we work on are innovative and technologically advanced to allow for informed and timely decisions for the agency and our law enforcement officers. The current advancements in technology make public safety and law enforcement one of the most exciting and rewarding areas to work.
DPS is looking for a mission-oriented individual to serve as the IT Application Developer I and will work with a diverse client base and outside vendor contacts to gain information that will allow them to develop solutions for moderately complex assignments that may require the development of new or improved applications, processes or techniques. This Individual will provide technical analysis, design, development, conversion, and document all levels of work, such as Business Workflows and Design Documents. This Individual will assist with setup and maintenance of test environments and translate business and technical requirements into test cases, test scenarios and scripts while maintaining the desired level of quality. This individual will design and develop website/applications using programming languages that are object-based and/or procedural-based (e.g. C#, JavaScript, PHP, Net/Angular); or configure/modify Commercial Off-The Shelf (COTS) software systems/products (e.g. WordPress, PowerDMS, Jira). This individual will also serve as the administrator of SharePoint/Teams, PowerDMS, and Jira within DPS.
This position is integral in supporting one of the most complex organizations in the State of New Mexico. DPS consists of over 50 physical offices including the DPS headquarters, the NM Law Enforcement Academy, three forensic labs, three 911 communications/ dispatch centers, 12 NMSP district offices, and a significant number of permanent and transitory sub-stations in key locations throughout the state organization consists of 650 NM5P patrol units, 1 helicopter and several mobile command centers. The network is accessed 24 hours per day 7 days per week with no tolerance for downtime by DPS civilian staff, NMSP, and all Law Enforcement Agencies to receive mission critical CJIS information and to access many other systems.
How does it get done?
This position will:
1. Develop custom code using programming languages that are object-based and/or procedural-based (e.g., C#, JavaScript, PHP, Adobe, SharePoint, WordPress Joomla, plugins); or configure/modify Commercial Off-The Shelf (COTS) software systems/products (e.g. WordPress, PowerDMS, Jira) to meet business requirements.
2. Follow team software development methodology.
3. Prepare documentation in accordance with existing standards and practices.
4. Perform coding, debugging and modifications to existing applications.
5. May provide support as member of team for new configurations with such tasks as scope of work.
6. May serve as technical resource with respect to applications.
7. Develop structure of a website, layout, dynamic elements, user-friendly interface elements, and search savvy knowledge, CSS design, current HTML standards, Java Script, and related web site development technologies and software.
8. Optimize web content for end user performance. Work may include reformatting text, assuring hyperlink integrity, transferring, and translating files, and posting of new material to the page involving HTML scripting. May maintain web site content andinformation flow.
9. Work with developers and users to develop highly functional user interfaces for web-based applications.
10. Work with business units to maintain existing content and develop new content to promote programs and services.
11. May be responsible for desktop web content authoring using development tools and web authoring/editing applications.
12. Recommend and implement improvements related to the overall organization, usability, and effectiveness of web properties as they evolve over time.

This position supports all of DPS including NM State Police, NM Law Enforcement Academy, NM Law Enforcement Records Bureau, NM Forensic Laboratory, DPS Administrative Services Division and the Office of the Secretary.
Ideal Candidate
The ideal candidate will have the following knowledge and/or experience
– Experience as a Webmaster (Update content using WordPress, JavaScript, and PHP).
– Experience as Teams/SharePoint Administrator (Create/Remove site collections, troubleshoot, use of PowerApps and Power Automate).
– Experience as PowerDMS Administrator {Setup and train users, analytics, troubleshoot issues).
– Experience as Jira Administrator {Add tool sets – Confluence, workflows, improvements, maintenance).
– Experience with Net/Angular (Potential migration of JavaScript/PHP websites).
Minimum Qualification
Associate’s degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and two (2) years of experience in software programming. Substitutions Apply. See Substitution Table below.

Employment Requirements
Candidates are subject to a national fingerprint–based record check, within 30 days of assignment. Continued employment is contingent upon remaining felony–free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy. In addition, employment is subject to pre-employment and post-employment random testing, in accordance with all terms and conditions of federal and state law, rules and regulations in relation to alcohol and/or drug testing, and is conditional pending results.
Selected candidate must possess and maintain a valid driver’s license, and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Course Certification within six (6) months of date of hire.
Occasional overtime and travel may be required. Must have the ability to lift up to 50 lbs.
Working Conditions
Work is performed in a law enforcement office setting with exposure to Visual/Video Display Terminal (VDT), and includes extensive sitting, keyboarding, computer and phone usage. In addition, visual acuity, standing, tactile sense, walking, talking, reaching, stooping motions, seeing, pulling, hearing, crouching, repetitive, grasping and pushing motions may be required. Selected candidate must be able to lift up to 50 pounds.
